A RESOLUTION ACCEPTING THE BID OF G-T
SPORTS ENTERPRISES, INC., IN THE
PROPOSED AMOUNT OF $225,000.00, TOTAL
BID OF THE PROPOSAL, FOR CURTIS PARK
REDEVELOPMENT - TRACK SURFACE PROJECT
B-2983-B WITH MONIES THEREFOR ALLOCATED
FROM THE FISCAL YEAR 1990-91 CAPITAL
IMPROVEMENT ORDINANCE NO. 10782, PROJECT
NO. 331353, IN THE AMOUNT OF $225,000.00
TO COVER THE CONTRACT COST AND
$24,977.57 TO COVER THE ESTIMATED
EXPENSES, FOR AN ESTIMATED TOTAL COST OF
$249,977.57; AND AUTHORIZING THE CITY
MANAGER TO EXECUTE A CONTRACT WITH SAID
FIRM, IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY.
WHEREAS, sealed bids were received May 7, 1991, for
CURTIS PARK REDEVELOPMENT - TRACK SURFACE PROJECT B-2983-B; and
WHEREAS, the City Manager and the Director of the
Department of Public Works recommend that the bid from G-T SPORTS
ENTERPRISES, INC., be accepted as the lowest responsible and
responsive bid; and
WHEREAS, the Fiscal Year 1990-91 Capital Improvement
Ordinance No. 10782, was adopted on September 27, 1990, and
monies are available for the proposed amount of the contract,
project expense, and incidentals under Project No. 331353 of said
Ordinance;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The May 7, 1991, bid of G-T SPORTS
ENTERPRISES, INC., in the proposed amount of $225,000,00, for the
project entitled CURTIS PARK REDEVELOPMENT - TRACK SURFACE
PROJECT B-2983-B for the total bid of the proposal, based on lump
sum and unit prices, is hereby accepted at the price stated
the rei n.
Section 3. The total estimated project cost of
$249,977.57 is hereby allocated from the Fiscal Year 1990-91
Capital Improvement Ordinance No. 10782, Project No. 331353.
Said total project cost consists of the $225,000.00 contract cost
and $24,977.57 estimated expenses incurred by the City.
Section 4. The City Manager is hereby authorized to
enter into a contractl/ on behalf of the City of Miami with G-T
SPORTS ENTERPRISES, INC., for CURTIS PARK REDEVELOPMENT - TRACK
SURFACE PROJECT B-2983-B, total bid of the proposal.
Section 5. This Resolution shall become effective
immediately upon its adoption.

The project consists of constructing the running track surface and specified field event
amenities at Curtis Park, 1901 N.W. 21 Avenue, Miami, Florida. Bidders will furnish perfawm�oe
and bid bmds in aooudanoe with Resolution No. 86-983 and No. 87-915. For technical questions
regarding plans and specifications, please contact Nancy Pantgja or Enrique Nunez, at (305)579-
6865. Prospective bidders will be nupired to submit, with their bid, a copy of the appropriaw
Certificne of Ca"Uncy, as issued tly Dade County, which authorizes the bidder to perforn tie
proposed worts.
All bids shall be submitted in accordance with the Instructions to Bidders and Specifications.
New City regulatians will require each bidder to submit proposals in duplicne anriginnals. Plans
and specifications may be obtained from the office of the Director ot Public rks, 2 N.W. 2
Street, 3rd floor, Miami, Florida, 33128, on or after Marcn 28, 1991. If bidders wish, a set of
plans and specifications will be mailed to them by writing to the Department of Public Works and
including a separate cheat for $8. There will be a $2D deposit required for the first set of
plans and species it ons. Addi t'f—onal sets may be puml ed for a fee of $20 per setts is
not refundable. Deposits will be refunded only upon the return of one set of plans and
specifications to the Department of Public Works, unmarked and in good condition within tw (2)
weeks after the opening of the bids.
Bidders are alerted to the provisions of Ordinance No. 105M regarding allocation of contracts to
_ minority vendors. The Ci by will expect prospective bidders to submit an Affirmative Action Plan,
as defined in said Ordinance, and as required in the Instructions to Bidders.
The City of Miami has adopted Ordinance No. 10032, which implements the "First Source Hiring
Agreement." The object of this ordinance is to provide enployment opporwnities to City of Miami
residents on contracts resulting in the creation of new permanent jobs. Contractors may be
eligible for wage retnibursewt under this progro. For further information contact the

Proposal includes the time of perfonmmnce, and specifications contain provisions for liquidated
damages for failure to omplete the work on time. The City Commission reserves the right to
waive any informality in any bid, and the City Manager may reject any or all bids, and
readvertise (B-29838 Req. 5639).

RECOMMENDATION
It is respectfully recommended that the City Commission adopt the
attached resolution accepting the low bid of G-T Sports
Enterprises, Inc., a company located within Dade County and not
within the City of Miami, for CURTIS PARK REDEVELOPMENT - TRACK
SURFACE PROJECT B-2983-B, received May 7, 1991 in the amount of
$225,000.00, Total Bid; authorizing the City Manager to enter into
a contract on behalf of the City.

Discussion: The Department of Public Works has evaluated the bids
received on May 7, 1991, and determined that the lowest
responsible and responsive bid, in the amount of $225,000.00, is
from G-T Sports Enterprises, Inc., a hispanic -minority controlled
corporation. The project consists of constructing the running
track surface and specified field event amenities. It will also
include the supervision of the base course and asphalt
installation. Funds are available to cover the contract cost, and
for such incidental items as postage, blueprinting, advertising,
and reproduction costs.
