A RESOLUTION, WITH ATTACHMENTS, AUTHORIZING
THE CITY MANAGER TO NEGOTIATE THE ACQUISITION
AND EXECUTE A PURCHASE AND SALE AGREEMENT IN
A FORM ACCEPTABLE TO THE CITY ATTORNEY WITH
THE PROPERTY OWNER(S) FOR ACQUISITION OF FIVE
(5) PARCELS (TOTAL OF 1.5 ACRES) IN THE MODEL
CITY COMMUNITY DEVELOPMENT TARGET AREA (MORE
PARTICULARLY DESCRIBED IN ATTACHED EXHIBITS
"A" AND "B") TO BE USED FOR THE DEVELOPMENT
OF HOUSING IN CONNECTION WITH THE CITY'S
AFFORDABLE HOUSING DEVELOPMENT PROGRAM;
ALLOCATING FUNDS THEREFOR IN AN AMOUNT NOT TO
EXCEED THREE HUNDRED FORTY THOUSAND DOLLARS
($340,000) FROM THE 1976 HOUSING GENERAL
OBLIGATION BONDS AUTHORIZATION UNDER THE
"AFFORDABLE HOUSING PROGRAM", PROJECT NUMBER
321024, INDEX CODE 599101, FOR ACQUISITION OF
THE SUBJECT PARCELS; AUTHORIZING THE CITY
ATTORNEY TO PROCEED TO CLOSE ON THE SUBJECT
PARCELS AFTER EXAMINATION OF THE ABSTRACT AND
CONFIRMATION OF OPINION OF TITLE; AND
APPROVING, IN PRINCIPLE, SUBSEQUENT TRANSFER
OF THE SUBJECT PARCELS TO THE URBAN LEAGUE OF
GREATER MIAMI, INC., FOR DEVELOPMENT OF A
LOW -DENSITY LOW AND MODERATE INCOME
AFFORDABLE RENTAL HOUSING PROJECT, SUBJECT TO
CONDITIONS AND DIRECTIVES.
WHEREAS, there exists a severeshortage of standard housing
in the City of.Miami affordable to families and individuals of
low and moderate income; and
WHEREAS,, the City -Commission recognizes that participation
of both the public and private sector is necessary to foster the
development of housing affordable to low and moderate income
families and individuals; and
WHEREAS, the City has an interest in acquiring suitable
housing development sites in the Model City neighborhood in
connection with the development of new housing.: resource
affordable to low.and moderate income families,and:individuals-,�n
the City; and
WHEREAS, the Urban League of Greater Miami, Inc,, a
not -for -profit corporation is desirous of developing an wighty
(80) unit rental housing project in the Mode. City ne.ighbor499d

oft -,the subject parcels situated at Northwest 59th and 60th
Streets between Northwest 7th Avenue and,7th Court; and
WHEREA 3 r based on an appraisal report prepared by Moses C t
Fl,orencet C,R.Af, the fair market 'value for the subject parcels
is $340,000; and
<WHEREAS, the City 'of Miami is interested in acquiring the
subject; parcels located in the Model City neighborhood which are
more particularly and legally described in the attached Exhibits
"A" and 131, for the development of such housing; and -.
WHEREAS, efforts to secure the said properties for valid
public and municipal purposes through negotiation should be
undertaken by the:City; and
WHEREAS, the 1991 Capital Improvement Ordinance No. 10782
adopted September 27, 1990, appropriated $5,844,200 in;°1976
Housing General Obligation Bonds Authorization funds, and funding
in an amount not to exceed $340,000 is available to defray -the
cost.of land acquisition; and
WHEREAS, the City Manager ,is authorized to negotiate and
consummate the acquisition of the subject parcels in keeping with
the amount authorized by the City.Commission'and with`the cost -.of
acquiring property through the normal negotiation process;
NOW,=THEREFORE, BE -IT RESOLVED BY THE COMMISSION OF THE -•CITY
OF:-MIAMI'FLORIDA:
Section 1. The recitals and findings contained in the
Preamble .to this Resolution are hereby adopted, by reference
thereto and incorporated herein as if fully set forth Ins this
Section.
-Section 2. The City Commission hereby authorizes-the=City'
Manager to negotiate 'a.Purchase and Sale --Agreement up�to:=Thr e

Section 3. 1976 Housing general Obligation Beftds
Authorization land acquisition funds which exist as an available
balance previously authorized by the CityP Commission (project
Number 321024, Index Code 599101), are hereby designated and
allocated in an amount not to exceed $3400000 to defray the cost
of said acquisition.
Section 4. The City Attorney is hereby authorized to
proceed- to close on said properties after examination of the
abstract and conformation of an Opinion of Title. If approved by
the City Attorney, the City Manager is hereby authorized to
execute the Agreement of Purchase and Sale and any other related
documents if necessary, to disburse the allocated City funds in
accordance with the City Commission's authorization.
Section 5. The designation of Urban League of Greater
Miami,.. Inc., a not -for -profit corporation, as a sponsor, to
undertake 'the subsequent development of an affordable rental
housing development on the said parcels to be acquired by the
City, identified in Exhibits "A" and "B", attached hereto,
subject to the Urban League of Greater Miami, Inca providing
evidence acceptable to the City of a firm commitment for project
construction and permanent financing, is hereby approved, in
principle.
Section 6. The Urban League of Greater Miami, Inc. is
hereby requested to prepare and finalize project plans and
specifications, construction and permanent financing,
construction and management plans which shall be submitted within
twelve (12) months of the date of the said acquisition by the

Section 7. The City Manager is hereby authorized to enter
into negotiations for conveyance of the subject parcels to the,
Urban League of Greater Miami, Inc., predicated on a. land
reimbursement provision that provides a return to the City for
the value of the land which is deemed to be a fair return by the
!pity Commission. A

successful in developing a thirty (30). unit townhome project in
cooperation with the City of Miami on a' 1.2 acre parcel donated to
the not -for -profit corporation by the City in duly of 1986, The
$1.3 million rental project, M & M Maiaon, located at 1521
Northwest 51st Street in the Model City neighborhood is indicative
of the City's commitment to promoting the production of affordable
housing in ,the City of Miami through various public -private sector
sponsored housing ventures.
Based on an appraisal report prepared by Mr. Moses C. Florence,
C.R.A., it has been determined that the fair market value of the
five (5) parcels is presently $3401,000. The attached resolution
authorizes the' City Manager to negotiate the acquisition and
execute a purchase and sale agreement with the property owner(s)
for acquisition of the aforementioned parcels. The attached
resolution further establishes $340,000 as the upper limit in which
the City would negotiate with the property owner(s) for acquisition
of the subject parcels.
