CESAR ODIO City Manager City of Miami 3500 Panamerican Dr. Miami, Fla 33133 Dear City Manager, I am hereby requesting to be placed on July 11, 1991 City Commission agenda to discuss the reason the Haitian American Civic Club, Inc. has been so neglected and discriminated by the City of Miami. Although the staff did not recommend any funding for this organization, the advisory members voted for an allocation of $ 50,000.00 on behalf of this program. I made the presentation requested by the Commission board of the City of Miami, however this program has been denied for funding from the Community development. He has established the non-profit Haitian American Civic organization, which he hopes to help fight child abuse. He is now seeking funding to carry on the work, to all concerned parties, his funding requests should be keenly evaluated and wherever possible, his organization should be considered for some type of funding. The Haitian community in Miami is growing by leaps and bounds. During the last 10 years records at Jackson Memorial Hospital will show that some 30,000 children have been born to Haitian mothers in Dade County alone! Given this large target population I am convinced that the goals of the project are laudable and I support these efforts to secure an "ounce" of prevention and thus avoid the social costs of supplying "pounds" of cure in later years. American parents are struggling to find new and creative approaches to modify children's behavior. This is even more crucial for parents who immigrated from countries where severe corporal punishments are perfectly legal. We believe that a Haitian agency that would devote time and effort to help bridge the gaps between the American and the Haitian way of disciplining children would serve a useful purpose. It would facilite the tasksof parents, educators and protective service investigators.
