I regret that I am unable to attend this evening's
At
meeting and present the County Commission's proposal for
Metro -Dade Charter Reform scheduled for referendum on
September 3, 1991. However, I am aware that many of: you
— have expressed concerns regarding the drawing of district
and regional boundaries.
In an effort4accomodate your concerns, = cordially
invite all of you to participate in a workshop concerning
the drawing of district and regional boundaries on Friday,
July 19, 1991 at 1:30 p.m. in -the Commission Chambers. The

As you may know, preliminary district and regional
boundaries have been drawn by Professor Allen Lichtman, the
County's hired expert, according to proportional
representation" standards, as required by Section 2 of The
voting Rights A,Ct of 1965. The purpose of this workshop is
to specifically consider adjustments to the preliminary
district and regional boundaries in relation to respecting
municipal boundaswlaa, communities of interest and o;hex
reapportionment issues.
Charter reform is a critical issue for Dade county. I
hope that all of you will join us and participate in this
workshop on the 19th. Meanwhile, should you have any
