A RESOLUTION WAIVING APPLICABLE DOCKAGE FEES IN AN AMOUNT NOT TO EXCEED $500 FOR THE USE OF AVAILABLE SLIPS AT MIAMARINA BY PARTICIPANTS AND GUESTS OF THE FIFTH ANNUAL CATCH A CURE FISHING TOURNAMENT SPONSORED BY THE DIABETES RESEARCH INSTITUTE ON AUGUST 24, 1991, SUBJECT TO SUCH CONDITIONS AND LIMITATIONS AS MAY BE PRESCRIBED BY THE ADMINISTRATION OF THE CITY OF MIAMI. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Applicable dockage fees in an amount not to exceed $500 (based on a maximum of 50 vessels at the maximum lunch slip rate of $10 per vessel) for the use of available slips at the City's Miamarina are hereby waived for participants and guests of the Fifth Annual Catch A Cure Fishing Tournament sponsored by the Diabetes Research Institute on August 24, 1991. Section 2. Said waiver is hereby subject to and contingent upon the sponsor's compliance with any and all conditions and/or requirements that may be prescribed by the administration of the City of Miami. In the last two years, the City of Miami has been a sponsor of this event for which it waived dockage fees at the Miamarina for the tournament participants. We would like to request once again the dockage fees be waived in conjunction with its sponsorship. I have enclosed a proposal for your review and consideration as a possible sponsor. I would further like to request to be placed on the agenda of the city commission meeting on June 7, 1991 so that the Diabetes Research Institute may formally make the above request. The Diabetes Research Institute is recognized world-wide for its research and treatment programs to improve the quality of life for those now afflicted with diabetes. It is our goal to educate the public about the seriousness of this devastating disease and the hope that exists for a permanent cure through research. The Diabetes Research Institute is embarking on the most aggressive assault on diabetes by bringing together the finest international researchers to work in the *new DRI. This treatment, educational and research facility will be the largest of its kind and is expected to open in the Spring of 1992. Angler must hook and play fish without help. Rat, reel and line must not be touched by anyone else until fish is brought to the boat Both gaff and/or net may not exceed eight (8) feet in length. No mutilated fish will be accepted. 3. Fish must be weighed by the Tournament's Official Weighmaster or designated assistant on the tournament scales. 4. The fishing limits arc waters of the U.S., no more than 25 miles offshore. Anglers may fish as far north and south as they wish, but all entrants must return to weigh station by the prescribed hour, if they wish to submit fish for official weigh-in. 5. No refunds for any fees of any sort will be made for any cause. In the event ofunsafe conditions at sea forthe average boat entered in theToumament, the rules committee, in its best judgment, may delay the tournament until better condi- lionsprevail. Such notice ofcancelationand/or delay will be announced at the Anglers' Meeting on August 24, 1990. However, all Moats will fish at their own discretion and at their own risk. 6. Lines shall not exceed 50 lb. test. 7. Only registered anglers are eligible for cash, awards and trophies. 8. These and IGFA Rules will prevail. Live bait permitted. Wire line. electric reel and hand lines not permitted. 9. A VHF channel will be monitored by the Tournament Committee Boat during the competition. (Channel to be announced at the Anglers' Meeting on August 24, 1990.) 10. in the event ofa lie for the heaviest fish in a species, the prize for the succeeding places shall be combined and shared equally. It. Any protests must be made prior to the time that the weigh station closes to the Tournament Rules Committee. All decisions of the Catch A Cure Fishing Tournament and the Rules Committee are final, 12. The angler fee for the tournament is $50 per adult angler and $25 for children 14 years and under and senior citizens, and includes one (1) dinner ticket. An $g fee will beassessed by the tournament committee for all non -registered participants for the dinner. 13. By registering as an angler in the toumamen4 the angler consents that the Catch A Cure Fishing Tournament may use, without payment or restriction, any photographs in - which helshe appears for any purpose whatsoever, including but not limited to, resale. advertising, commercial, or pro- motional material. The angler further releases the Catch A Cure Fishing Tournament, DR] Foundation, its officers, management and directors from any injury, loss or damage which may result from said pictures. 14. No Catch A Cure Fishing Tournament official is eligible for any cash awards or prizes. Tournament dfficials may be eligible for trophies or tournament records. 15. Fishing hours will be6:00am-5:00pmonAugust 25,1990. 16. Any boat with lines, bait. or teasers in the water before the official fishing time of 6:00 a.m. will he automatically disqualified from the entire tournament; no exemptions. 17. Overall Winners will he scored on the most points accumu- lated by a registered angler. In the event of an exact tie, the registered angler accumulating the most points with the least amount of fish will be considered the winner. 18. The Family Trophy will be awarded for the highest total points accumulated by two or more family members who are registered anglers fishing from the same boat. For the purpose of definition of the category, "immediate family members" shall mean mother and child, father and child, husband and wife, two or more brothers and/or sisters. 19. The Junior Trophy will be awarded to the ) st and 2nd place winners of this division. Any registered angler 14-years-old or underautomatical ly will he entered in the Junior Division. The angler will still be eligible for overall awards regardless of age. Entry fee for juniors will be $25 per junior angler. 20. To be eligible for the annual Club Trophy, a minimum of five members from the same club/association must beregis- tered. The club accumulating the most points by all mem- bers registered will win. Club/association affiliation must he noted on lbe entry form and be a registered club. The Club Trophy will be delivered to the winning club within 30 days after the tournament and must be returned no less than 30 days prior to the following years tournament. 21. WEIGHTS and LENGTHS listed below are minimum weights and lengths for points by species. (No points will be awarded for fish failing below the stated weight or length.) 27- All entrants in the tournament must abide by the Florida Fishing Law pertaining to licensing requirements. Appli- cants required to obtain such license must have license in their possession during the tournament. TO A ID IN MARINE CONSERVATION, NO MORE THAN J FISH PER SPECIES WILL RE ALLOWED. ELIGIBLE SPECIES--25 POINTS Each species caught at or above the minimum will give the angler 25 points. Each pound over the minimum will count as one (1) point. (For Example: a 10 pound bonito would be worth 30 points: 25 points for the minimum 5 pounds, and 5 points for the difference between the actual weight and the minimum weight_) All fish weights will be rounded off to the nearest point.
