Home My WebLink AboutR-91-0536J-91-565 6/26/91 RESOLUTION NO. y =1 -- i 3 6 A RESOLUTION RATIFYING, CONFIRMING AND APPROVING, BY AN AFFIRMATIVE Vt7PE OF 4/5TH OF THE MEMBERS OF THE CITY COMMISSION, THE CITY MANAGER'S FINDING OF SOLE SOURCE, THEREBY WAIVING THE REQUIREMENTS FOR COWETITIVE SEALED BIDS AND APPROVING THE PURCHASE OF A MICROWAVE SYSTEM FOR A MUTUAL AID RADIO LINK BETWEEN THE CITY OF MIAMI AND CITY OF MIAMI BEACH POLICE DEPARTMENTS, AT A TOTAL PROPOSED COST OF $17,000.00, FROM MOT01ROLA CalM mCATIONS & ELECTRONICS, INC . , WITH FUNDS THEREFOR BEING ALLACATED FROM THE LAW ENFORCEMENT TRUST FUND, PROJECT NO. 690001, INDEX CODE 290956-840, SUCH COSTS HAVING BEEN APPROVED BY THE CHIEF OF POLICE; AUTHORIZING THE CITY MANAGER TO INSTRUCT THE CHIEF PROCUREMENT OFFICER TO ISSUE A PURCHASE ORDER FOR THIS EQUIPMEU. WHEREAS, the Department of Police is authorized to establish a Mutual Aid Radio Link with the City of Miami Beach Police Department by Resolution No. 90-441; and WHEREAS, the City of Miami Beach has already installed the equignent necessary to complete the link on its side; and WHEREAS, the Miami. Police Department currently utilizes Motorola Communications & Electronics, Inc. equipment in its radio system; and WHEREAS, to insure compatibility with the existing equipment in both the City of Miami and the City of Miami Beach, the Chief Procurement Officer has made a finding that Motorola Comlunications & Electronics, Inc. is the sole source for this equipment; and WHEREAS, the written sole source findings of the Chief Procurement Officer have been approved and adopted as the findings of the City Manager; 0 WHEREAS, funds for this purchase are available from the Law Enforcement Trust Fund, Project No. 690001, Index Code No. 290956-840, in the amount of $17,000.00; NOW, THEREFORE, BE IT RESOLVED BY THE CUOUSSION OF THE CITY OF MIAMI, FLORIDA.: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. After a properly advertised public hearing, the finding of the City Manager set forth in the Preamble to this Resolution is hereby ratified by an affirmative vote of 4/5ths of the members of the City Ccmmission. Section 3. The City Manager's finding of sole source, thereby waiving the requirements for canpetitive sealed bids and approving the purchase of a Microwave System for the City of Miami. Police Department's Mutual Aid Radio Link between the City of Miami and the City of Miami Beach Police Departments, in the amount of $17,000.00 frcan the sole source of supply, Motorola Camunications & Electronics, Inc . , is hereby approved with funds therefor being hereby allocated from the Law Enforcement Trust Fund, Project No. 690001, Index Code 290956-840, such costs having been approved by the Chief of Police. Section 4. The City Manager is hereby authorized to instruct the Chief Procurement Officer to issue a purchase order for this equipment, subject to availability of funds. Section 5. Odio City Manager VIII 4 1W I 9 : \ DATE: SUBJECT REFERENCES: ENCLOSURES: JUN 2 71991 FILE Resolution Waiving Requirement of Sealed Bids for the Purchas of a Microwave System for the Mutual Aid Radio Link It is respectfully recommended that a Resolution waiving sealed bids and approving the purchase of a Microwave System for a Mutual Aid Radio Link between the City of Miami and City of Miami Beach Police Departments, from Motorola Communications & Electronics, Inc,, a non-minority/Dade County vendor, at a total cost of $17,000.00, funding to be from the Law Enforcement Trust Fund, Project No. 690001, Account Code No. 290956-840, be approved. The Miami Police Department has been authorized to establish a Mutual Aid Radio Link with the City of Miami Beach Police Department by Resolution No. 90-441. The implementation of that Radio Link requires the purchase of a Microwave System. To insure that the System is compatible with the present radio system and with the equipment already in place at Miami Beach, the City of Miami Police Department is requesting that the purchase be made from Motorola Communications & Electronics, Inc., 7715 NW 62nd Street, Miami, Florida, 33166. The Chief Procurement Officer has made a determination that Motorola C. & E., Inc, is the sole source for this equipment. It is, therefore, recommended that the Resolution waiving sealed bids and authorizing the purchase of a Microwave System from Motorola C . & E . , Inc., in the amount of $17 , 000 , funding to be provided from the Law Enforcement Trust Fund, Project No. 690001, Index Code 290956-840, be approved. In order to complete the link it is necessary to purchase a Microwave System. This Microwave System must be purchased from Motorola Communications & Electronics, Inc. as a sole source vendor. This is necessary for two reasons. First, both radio systems being linked are Motorola 90OMhz Smartnet Systems. The Microwave interfaces with the radio systems must be Motorola compatible. The second reason is that the microwave on the Miami side must be compatible with the Motorola microwave to be utilized by Miami Beach. Accordingly 1, the Chief Procurement Officer, am recommending that the requirements for competitive bidding be waived and that the above findings be approved, that Motorola Communications & Electronics, Inc. located in Miami, Florida is the able source provider of the Microwave System.
