A RESOLUTION AUTHORIZING THE SPONSORSHIP OF THE YOUTH CRIME WATCH OF AMERICA PROGRAM, AND ALLOCATING FUNDS THEREFOR, IN AN AMOUNT NOT TO EXCEED $20,000, FROM THE LAW ENFORCEMENT TRUST FUND, SUCH COSTS HAVING BEEN APPROVED BY THE CHIEF OF POLICE. WHEREAS, Florida State Statute 932.704(3)(a), as amended, authorizes the expenditure of forfeiture proceeds for law enforcement purposes not considered normal operating expenses; and t WHEREAS, the City of Miami, along with the rest of the nation, has experienced a major increase in drug sales, purchases, and use; and WHEREAS, the Youth Crime Watch of America Program focuses its efforts on the underlying problems leading to the purchase and use of drugs; and WHEREAS, this year's conference will be held at the Omni IF Hotel reaching 1200 students, school administrators, teachers, 6 law enforcement officials, and concerned citizens both locally and nationally; and WHEREAS, the $20,000 will be used to furnish scholarships to City of Miami students, registration fees for City of Miami e Police Officers, and to defray the expenses of workshops; and WHEREAS, funds to cover the necessary expenses required for the Youth Crime Watch of America Program have not been included in the Police Department's normal operating budget; and WHEREAS, the Chief of Police has recommended adoption of this Resolution and has determined that the expenditures proposed comply with Florida State Statute 932.704, as amended; and WHEREAS, funds to cover the necessary expenses required for this program are available in the City of Miami Law Enforcement Trust Fund; CITY COMMISSION MEETING OF .� JUL 11 10 91-- 5Q0, INICLUTIN NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The sponsorship of the Youth Crime Watch of America Program is hereby authorized, with funds therefor, in an amount not to exceed $20,000, being hereby allocated from the City of Miami Law Enforcement Trust Fund, Project No. 690001, Index Code 290966-270, such costs having been approved by the Chief of Police. Odio REFERENCES: City Manager N ENCLOSURES: It is respectfully recommended that a Resolution authorizing the funding of the Youth Crime Watch of America Program, in the amount of $20,,000, be approved. The Police Department supports the efforts of the Youth Crime Watch of America Program and has agreed to sponsor this years conference, to be held at the Omni Hotel. The program is expected to reach between 1,000 and 1,500 students, school administrators, law enforcement officials and concerned citizens locally and nationwide. This will be done in an effort to train our youth in the fight against crime and drugs. `1 The $20,000 contribution from the Police Department will be used to furnish scholarships for high risk students in the City of Miami area, registration fees for City of Miami Police Officers, and to defray expenses associated with presenting workshops. It is, therefore, recommended that the Resolution authorizing the sponsorship of the Youth Crime Watch of America Program, in an amount not to exceed $20,000, funding to be provided from the Law Enforcement Trust Fund, Project No. 690001, Index Code 290966- 270, be approved.
