ENCLOSURES
It is respectfully requested that a Resolution authorizing the
purchase of underwater video equipment, at a cost of $5,000,
funding therefor from the Law Enforcement Trust Fund, Project No.
690001, Index Code 029002-247, be approved.
The Police Department Marine Patrol Unit is called upon to
conduct underwater searches for evidence, contraband and other
articles during their course of duty. In an effort to preserve
these underwater crime scenes, for use in court or for other
purposes, it is necessary that pictures of the items be taken.
Underwater video equipment will insure that the testimony of the
recovering unit is accurate and that items are properly seized
and identified. Criminals frequently smuggle contraband into
Miami attached to the hulls of boats. Underwater video cameras
would be quite persuasive in influencing a jury in a forfeiture
action against those vessels.
