AN EMERGENCY ORDINANCE ESTABLISHING A NEW SPECIAL REVENUE FUND ENTITLED: "WAGNER- PEYSER 7(B) DISCRETIONARY FUNDS (FY'91-92)" APPROPRIATING GRANT FUNDS IN THE AMOUNT OF $45,000, FROM THE STATE OF FLORIDA, DEPARTMENT OF LABOR AND EMPLOYMENT SECURITY; AUTHORIZING THE CITY MANAGER TO ACCEPT SAID GRANT AWARD AND ENTER INTO THE NECESSARY IMPLEMENTING AGREEMENTS WITH THE STATE OF FLORIDA; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the State of Florida, through the Department of Labor and Employment Security, has awarded the City of Miami a grant in the amount of $45,000 from the Wagner-Peyser 7(b) Discretionary Funds; and WHEREAS, the award of this grant will enable the Department of Community Development, through its Neighborhoods Jobs Program, to provide specialized employability skills, training, and job placement services to offenders and ex -offenders in the City of Miami; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Ordinance are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The following Special Revenue Fund is hereby established and resources are hereby appropriated as described herein: FUND TITLE: WAGNER-PEYSER 7(b) DISCRETIONARY FUNDS (FY'91-92) RESOURCES: STATE OF FLORIDA THROUGH THE DEPARTMENT OF LABOR AND EMPLOYMENT SECURITY $ 45,000 APPROPRIATION: WAGNER-PEYSER 7(b) DISCRETIONARY FUNDS (FY'91-92) $ 45,000 10897 Section 3. The City Manager is hereby authorized to accept the grant as set forth in the Preamble to this Ordinance and to enter into the necessary agreements with the State of Florida to implement this grant. Section 4. The herein authorization shall remain valid and outstanding even if the anticipated grant award is reduced or increased. Section 5. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this Ordinance are hereby repealed. Section 6. If any section, part of section, paragraph clause, phrase, or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. Section 7. This Ordinance is hereby declared to be an emergency measure on the grounds of urgent public need for the preservation of peace, health, safety, and property of the City of Miami, and upon the further grounds of the necessity for the City of Miami to make the required and necessary payments to its employees and officers, the payment of its debts, the necessary and required purchases of goods and supplies, and to generally carry on the functions and duties of municipal affairs. Section 8. The requirement of reading this Ordinance on two separate days is hereby dispensed with by an affirmative vote of not less than four -fifths of the members of the Commission. Section 9. Odio REFERENCES City Commission Agenda City Manager July 11, 1991 ENCLOSURES Proposed Ordinance PIS' RECOMMENDATION It is respectfully recommended that the City Commission adopt the attached Emergency Ordinance which establishes a new special revenue fund entitled "Wagner-Peyser 7 (b) Discretionary Funds ( FY' 91-92) " appropriating $45,000 from the State of Florida, Department of: Labor and Employment Security. The ord inance further authorizes the City Manager to accept the grant award and enter into the necessary implementing agreement with the State of Florida. BACKGROUND The Department of Community Development has been advised that it has been awarded $45,000 of Wagner-Peyser 7(b) Discretionary Funds from the State of Florida, Department of Labor and Employment Security, to provide employment opportunities and services to unemployed offenders and ex -offenders from the City of Miami. This program will operate as part of the Department's Neighborhoods Jobs Prog ram . The Wagner-Peyser project is designed to specifically meet the needs of this targeted population of offenders/ex-offenders by providing them with job opportunities and employability skills training that will enable them to secure employment. This legislation is submitted as an Emergency Ordinance to insure that the proj ect may begin on a timely basis in order that the State's contractual requirements may be met. The Department of Community Development was advised of this award June 13, 1991. Adoption of the proposed Emergency Ordinance establishes a special revenue fund entitled "Wagner-Peyser 7 (b) Discretionary Funds (FY'91-92)" and appropriates $45,000 to said fund. It further authorizes the City Manager to accept the grant and execute an implementing agreement with the State of Florida.
