RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO
ENTER INTO AGREEMENTS, IN A FORM ACCEPTABLE
TO THE CITY ATTORNEY, WITH THE ALLAPATTAH
BUSINESS DEVELOPMENT AUTHORITY, INC., TO
PROVIDE A GRANT TO SAID ORGANIZATION IN THE
AMOUNT OF $43,270 FOR THE PURPOSE OF
ESTABLISHING A NEW HOUSING PROGRAM FOR THE -
RESIDENTS OF THE ALLAPATTAH NEIGHBORHOOD
TARGET AREA, AND WITH THE ALLAPATTAH
COMMUNITY ACTION AGENCY INC., TO PROVIDE A
GRANT IN THE AMOUNT OF $11,500 FOR COMPLETION
OF THE ALLAPATTAH ELDERLY CENTER EXPANSION
PROJECT WITH FUNDS THEREFOR BEING ALLOCATED
FROM THE 17TH YEAR COMMUNITY DEVELOPMENT
BLOCK GRANT
PROGRAM.
WHEREAS, the City of Miami is desirous of supporting housing
revitalization and elderly care in the neighborhood target areas;
and
WHEREAS, the Allapattah Business Development Authority,
Inc., is a City funded Community Based Organization; and
WHEREAS, the Allapattah Business Development Authority,
Inc., intends to expand its services to the community through a
new housing program; and
WHEREAS, the Allapattah Community Action Agency, Inc. is a
City funded Social Services Agency; and
WHEREAS, the Allapattah Community Action Agency, Inc.
intends to complete the expansion of the Allapattah Elderly
Center;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference

thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The City Manager is hereby authorized-L/ to
enter into agreements, in a form acceptable to the City Attorney,
with the Allapattah Business Development Authority, Inc., to
provide a grant to said organization in the amount of $43,270 for
the purpose of establishing a new housing program for the
residents of the Allapattah neighborhood target area and with the
Allapattah Community Action Agency, Inc. to provide a grant to
said organization in the amount of $11,500 for the purpose of
completing the expansion of the Allapattah Elderly Center.
Section 3. Funds for said grants in the amount of
$54,700 are hereby allocated from the 17th Year Community
Development Block Grant Program.
Section 4. This Resolution shall become effective
immediately upon its adoption.

It is respectfully
recommended that. the City Commission approve
the attached Resolutionauthorizing the City Manager to enter
into an agreement,
in a. form acceptable to the City Attorney,
with the Allapattah
Business Development Authority, Inc. (ABDA) '
• to provide a grant
for the purpose of establishing a new housing
program for the residents
of. the Allapattah neighborhood target
area.
BACKGROUND:
The Department of Community Development has analyzed the need to
enter into an agreement with. the Allapattah Business Development
Authority, Inc. for the purpose of providing a grant in the
amount of $43,270 for administrative funding of the _
organization's new housing program for the Allapattah
neighborhood target area.
ABDA is currently being provided funding in the amount of
$43,270 as the City's economic development Community. Based _
organization in the Allapattah neighborhood. The agency
functions with a small administrative staff and requires the
additional funds to expand its operations in order to deliver
housing related services to residents within. the Allapattah
Community.
