A RESOLUTION AUTHORIZING THE CITY MANAGER TO
ENTER INTO AN AGREEMENT, IN A FORM ACCEPTABLE
TO THE CITY ATTORNEY, WITH THE BLACK
ARCHIVES, HISTORY AND RESEARCH FOUNDATION OF
SOUTH FLORIDA, INC., TO PROVIDE A GRANT TO
SAID ORGANIZATION IN THE AMOUNT OF $55,000
FOR THE PURPOSE OF COMPLETING THE
RECONSTRUCTION OF THE HISTORIC DORSEY HOUSE
LOCATED IN THE OVERTOWN NEIGHBORHOOD TARGET
AREA, WITH FUNDS THEREFOR BEING ALLOCATED
FROM THE 17TH YEAR COMMUNITY DEVELOPMENT
BLOCK GRANT PROGRAM.
WHEREAS, the City of Miami is desirous of promoting economic
development and neighborhood revitalization; and
WHEREAS, the reconstruction of the Historic Dorsey House is
an important cultural and neighborhood revitalization project for
the Overtown Community; and
WHEREAS, completion of this project will require an
additional $55,000 for the Black Archives, History and Research
Foundation which is implementing said project;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The City Manager is hereby authorized / to
enter into an agreement, in a form acceptable to the City
Attorney, with the Black Archives, History and Research
Foundation of South Florida, Inc., to provide a grant to said
organization in the amount of $55,000 for the purpose of
completing the reconstruction of the Historic Dorsey House
project located in the Overtown neighborhood target area.
Section 3. Funds for said grant in the amount of $55,000
are hereby allocated from the 17th Year Community Development
Block Grant Program.

Section 4. This Resolution shall become effective
immediately upon its adoption.

RECOMMENDATION:
It is respectfully recommended. that the City Commission approve
the attached Resolution author ping the City Manager to enter
into an agreement, in a form acceptable to the City Attorney,
with the Black Archives, History and Research foundation to
provide a grant for the purpose of completing the reconstruction
of the Historic Dorsey House in the Ove.rtown Neighborhood. target
area.
The Department of Community Development has analyzed the need to
enter into an. agreement with the Black .Archives, History and
Research Foundation or the purpose of providing a grant in the
amount of $55,000, from the 17th Year Community Development Block
Grant Funds, to complete the reconstruction of the historic
Dorsey house in the Overtown Neighborhood target area.
The city had previously allocated $66,000 in November, 1989, to
reconstruct the Dorsey House. Due to unforeseen conditions
