RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO
EXECUTE AN AGREEMENT, IN A FORM ACCEPTABLE TO
THE CITY ATTORNEY, WITH THE FIRM OF DAVID M.
GRIFFITH & ASSOCIATES, LTD., TO PREPARE A
CENTRAL SERVICES COST ALLOCATION PLAN TO
SUPPORT RECOVERY OF ADMINISTRATIVE COSTS FROM
GRANTS AND OTHER FUNDING SOURCES FOR FISCAL
YEAR 1990, WITH FUNDS THEREFOR BEING
ALLOCATED IN AN AMOUNT NOT TO EXCEED $15,0001
FROM SPECIAL PROGRAMS AND ACCOUNTS, ACCOUNT
NO. 921002-270.

WHEREAS, the City of Miami is the recipient of various
"
federal grants; and
WHEREAS, federal regulations allow the City to recover
administrative costs of federal grants through a Central Services
Allocation plan;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY

Section 1. The City Manager is hereby authorized/ to
execute an agreement, in a form acceptable to the City Attorney,

with the firm of David M. Griffith and Associates, Ltd., to
prepare a Central Services Cost Allocation Plan to support
recovery of administrative costs from grants and other funding

sources for Fiscal Year 1990, with funds therefor hereby
allocated from Special Programs and Accounts, Account

No. 921002-270.
Section 2. This Resolution shall become effective
ur
immediately upon its adoption.

The herein authorization is further subject to compliance with
all requirements that may be imposed by the City Attorney,
including but not limited to those prescribed by applicable
City Charter and Code provisions.

RECOMMENDATION:
It is respectfully recommended that the attached resolution
authorizing a contract with David M. Griffith & Associates, Ltd.,
to prepare a. central Services Cost Allocation Plan for purposes
of recovering overhead costs from grants for fiscal year 1990, at
a cost not to exceed $15,000, with funds therefor, allocated from
special programs and accounts, be approved.
BACKGROUND:
The City has conducted competitive negotiations in the
ra
procurement of these professional services with the firms of
Ernst Young, Coopers & Lybrand, and David M. Griffith and
Associates and has determined that David M. Griffith and"*pF
Associates specializes in indirect cost allocation plans and
therefore can provide a top quality product at the lowest'
possible price.

David M. Griffith and Associates, Ltd., is one of the most
qualified and cost effective firms in the country for the
preparation of Central Services Cost Allocation Plans in
accordance with the federal guidelines to recover costs from
grants. This firm, after developing the plan, negotiates it*with
the federal government. These plans are used to support recovery
of administrative funds from various federal grants and other
sources exceeding $600,000 annually.

allocation plan to continue recovery of such costs from grants
