As you know Mr. Minagorri was working on this matter at my request; his involvement was totally on a pro bon, basis. His report is the most incisive, creative and feasible on this issue that "'I've ever seen. I would like you to follow up on its recommendations and report back to the Commission at the first Commission meeting in September. At that hearing, I would like to hear from any and all interested parties, including GUTS Chairman Thelma" Gibson, Coconut Grove LDC's Executive Director, Mr. Minagorri and the Off Street Parking Authority. I met on several occasions with different players including Mrs. Thelma Gibson and other GUTS members, Frank Castaneda and Pablo Cisnero from Community Development, David Alexander Coconut Grove LDT, Jack Luft City architect and other city staff personnel. .I have also had discussions with other individuals from the .private sector. Everyone agrees that this corner is extremely important for the revitalization of business development for the west Grove area. The N.B. corner in particular, because of the heavy traffic flow from South Dixie on Grand Avenue to the east Grove is a natural for business opportunity. Several ideas have been tossed around including redoing the old Tiki Bar building for one or two large space users, or to convert the building into a professional medical building. There is another idea which is less costly, less risky and more viable which I suggest should be looked at seriously. This would be to tear down the old Tiki Bar building and construct' an L shaped one level structure. This could be divided kiosks of 10' X 10' or 10' X 15'. I estimate that atleast 20 or more of these kiosks can be built in this property. With an open promenade .in the center everyone driving by will be able to see all the activities and the different vendors displaying their goods. The concept of a marketplace for this corner can be a winner. A' marketplace such as this can offer the local entrepreneuta a; tremendous opportunity to sell their products and generate enormous curiosity. -,t 6 1 gennortl and cultural themes for merchandising can be created and the risk of losing one or two merchants will not be as aignifitant and /or as toatly as losing a large space user. The cost of constructing this type of structure along with the promenade, sigttage, furniture and all other improvements should not exceed $250,000 vs: $850,000 which is the rough cost estimate done to redo the old Tiki Bar for a single or dual user. Marketplaces are big business and the house Company who has developed the most :.successful ones throughout the country have agreed to support and help in training and putting the program together. If there is truly an honest effort to revitalize this area, then I would strongly suggest that someone be assigned to lead this very doable project to its fruition.
