'1 ' # No. 269903-840; and MY COMA , J ! q f v ; a., SEP 1x t rx�fXC' q AW WHEREAS, - the Chief Procurement Officer has adopted a finding wherein that Motorola Communications and Electronics, Inc.r is the sole source to provide this equipment, and WHEREAS, the findings of the Chief Procurement Officer have been approved and adopted as the findings of the City Manager,, and WHEREAS, the City Manager and the Chief Procurement Officer P recommend that the requirement for competitive formal sealed bids be waived and the purchase of the ten (10) MTX 800s portable ` trunked radios from Motorola Communications and Electronics, Inc., as the sole source, be approved; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDAt Section 1. Funds for this purchase are available in the Capital Improvement Program, Project No. 311012 Account Code No. 269903-840. BACKGROUND The Department of General Services Administration and Solid Waste is requesting approval for the procurement of ten (10) MTX BOOS. portable trunked radios. These radios are to be used on the City's 800 Mhz- Trunked Communication System,, and must be programmed by the manufacturer, Motorola Communications and Electronics, Inc., at its factory, in order to function correctly. Each radio has an internal identifier .that allows it to operate on a designated, prearranged system. Furthermore, the identifier is considered confidential and cannot be divulged to parties that do not demonstrate a clear need -to- know. The security of all city radio operations depends on the integrity of the confidentiality of the identifier. Motorola Communications and Electronics, Inc., has been found to be the 61 sole source of radios which can interface with the City's' -existing 800 Mhz smart net trunking radio system which was, s, purchased from said vendors several years ago. These radios are for use on the City's 800 mhz Trunked Communications Syatem,.and must be programmed by the manufacturer, Motorola Communications, and Electronics, at their factory, in order to function correctly. Each radio sold of this type has an internal identifier that allows it to operate on a designated, prearranged system. This is used nationwide to prevent stolen radios from unauthorized access to Police communications channels in different cities. Furthermore, the identifier is considered confidential and cannot be divulged to parties that'do'not demonstrate a clear need -to - know. The security of all city radio operations -depends on the integrity of the confidentiality of the identifier. 'Funding for this purchase is provided from Project No. 311012 Account No. 269903-840.. Accordingly I, the Chief Procurement Officer, am recommending that the requirements for competitive bidding be waived and that the above findings be approved, that Motorola Communications and Electronics a non -minority vendor located in Miami Lakes, Florida is the sole source provider of fully programmed MTX 800S Portable trunked radios.
