A RESOLUTION BY A 4/5THS AFFIRMATIVE VOTE OF THE MEMBERS OF THE CITY COMMISSION AFTER A DULY ADVERTISED PUBLIC HEARING, RATIFYING THE CITY MANAGER'S FINDING OF SOLE SOURCE; WAIVING THE REQUIREMENTS FOR COMPETITIVE SEALED BIDS AND APPROVING THE ACQUISITION OF TEN (10) SPECIALLY TRAINED POLICE HORSES OVER THE NEXT FIVE (5) YEARS FROM NATIONAL MOUNTED POLICE TRAINING GROUP AT A PROPOSED TOTAL COST OF $30,000.00 FOR THE DEPARTMENT OF POLICE; USING FUNDS THEREFOR PREVIOUSLY ALLOCATED FROM THE LAW ENFORCEMENT TRUST FUND (RESOLUTION NO. 91-45), PROJECT NO. 690001, ACCOUNT NO. 290970-875; AUTHORIZING THE CITY MANAGER TO INSTRUCT THE CHIEF PROCUREMENT OFFICER TO ISSUE A PURCHASE ORDER FOR THIS SERVICE ON AN AS -NEEDED BASIS. WHEREAS, the Police Department has been authorized by Resolution No. 91-45, adopted January 11, 1991, to purchase ten (10) specially trained police horses over the next five (5) years for the Mounted Patrol Unit, with said Resolution also allocating. funds for said acquisition; and WHEREAS, these specially trained horses can be provided solely by the National Mounted Police Training Group, a non minority vendor, located in Altoona, Florida; and WHEREAS, donated horses, which have been used in the.past,, have proven to be costly, time consuming, and unfit for police services and therefore, to provide for a more cost efficient and effective mounted police service, it.is the desire, of the Police. Department to purchase horses tested and specially trained for mounted police work; and WHEREAS, an independent survey was conducted by Procurement: Management to determine whether other vendors existed who could supply horses, specifically tested and trained for mounted police work; and. Funding will be from the Law Enforcement Trust Fund, Project No. 690001, Account Code No. 290970-875. BACKGROUND-,, The Miami Police Department has been authorized to purchase ten (10) specially trained police horses over the next five (5) years ' by Resolution No. 91-45. This Resolution was, paesed-because.of. the `failure of the last seventeen (17) donated -horses to be' { utilized for patrol purposes. In order to, avoid the time and expense of evaluating and training horses the Police Department will purchase already trained horses. The National Mounted Police Training Group provides these specially trained horses and' offers them on a short, no -obligation, trial period.. It has.also been determined bythe Chief`Procurement Officer and concurred by the City Manager that the National Mounted Police Training Group is the sole source for this type of specially trained police horse. i AMOUNT=OF BID: $30000.00 SOURCE OF FUNDS: Funds are available from the Law Enforcement.
