WHEREAS, Florida State Statute 932.704(3)(a), as amended, authorizes the
expenditure of - forfeiture proc eeds for law enforcement and anti -drug education
purposes not considered normal operating expenses; and
WHEREAS, the City of Miami along with the rest of the nation has
experienced a major increase in crime associated with drug sales, purchases,
and use; and
WHEREAS, the Police Department has supported and anticipates supporting

groups participating in the furtherance of education in the -area of drug
abuse;' and
WHEREAS, Resolution No. 90-0148 initially allocated funds for an Anti-

Drug Education program in the amount of $300,000; and
WHEREAS, an additional $100,000 is needed to fund those meted
programs and expenditures which fall within the guidelines of Florida State
i
Statute 932.704, but have not been budgeted for; and

will be presented to the Cammission for approval; and
WHEREAS, all purchases will be required to go through the established

procurementprocedures; and
WHEREAS, the Chief of Police has reced adoption of this Resolution

It is respectfully recommended that a Resolution amending
,
Resolution No. 90-0148, adopted February 15, 1990, and allocating
an additional $100000 for Anti -Drug Education Programs, be
approved.
BACKGROUND:
The Police Department supports the efforts of those groups
responsible for, and dedicated to, the education of the public in
the area of drug abuse. Increasingly, the Department is being
asked to assist in the funding of these programs and has done so
quite frequently. In 1990 the Department began to take a more

affirmative role in the education of our, community.:iii
associated with drug abuse.
The Anti -Drug Education Program encompasses all 'of those
activities directed at the education of citizens_ and
predominantly the youth of our community in the effects of drug
abuse. Many avenues have been used to reach as wide an audience
as possible, including: advertisement campaigns, utilizing all
types of media, training classes and seminars, sports programs
and others. All have a common goal: to educate the public about
the dangers of substance abuse.
It is, therefore, recommended that the Resolution amending
Resolution No. 90-0148, and authorizing the. allocation of an
additional amount of $100000, for the Anti -Drug -Education
Program,;_funding to be provided from the. LawEnforcement 'Trust
