ALLOCATED FROM "SCATTERED SITE AFFORDABLE
HOUSING DEVELOPMENT PROGRAM" ACCOUNT, CAPITAL
IMPROVEMENT ORDINANCE NO. 10732, PROJECT NO.

321034, TO COVER SAID INCREASE; FURTHER
RATIFYING THE CITY MANAGER'S WRITTEN FINDING
THAT THE HEREIN INCREASE RESULTED FROM
EMERGENCY CIRCUMSTANCES.
WHEREAS, on August 15, 1989, a sealed bid was received from
Cazo Construction Corporation in an amount of $169,444, in
connection with the development of four (4) new single family
homes in the Allapattah neighborhood under Scattered Site
Affordable Housing Development Project - Allapattah Phase I; and
WHEREAS, there exists a contract dated February 231 1990
between the City of Miami and Cazo Construction Corporation, for
Allapattah Scattered Site Housing - Phase I, B-3240-A in ..the
amount of $169,444; and
WHEREAS, an increase in the contract not to exceed $7,500,1is
required to cover the cost of additional work required due to
vandalism at two (2) of the new homes constructed at
779 Northwest 34th Street and 1111 Northwest 32nd Street; and
WHEREAS, it was imperative to perform the required
repairs/replacement work in an effort to expedite the purchase'

closings of each of the homes before the expiration of the firm

commitments for permanent mortgage financing from Citibank

WHEREAS, the City Manager has made a written finding that a
valid emergency existed for facilitating the appropriate

RECOMMENDATIONS
It is respectfully recommended that the. City Commission adopt the
attached resolution authorizing an increase in the contract between
the City of Miami and Cazo Construction Corporation, dated February
23, 1990, in an amount not to exceed $7,500, in connection with the
construction of four (4) new single family homes developed. under
the City's Scattered Site Affordable Housing Development Program.
Funds to cover the said increase are available from the "Scattered

Site Affordable Housing Development Program," Capital Improvement
Project No. 321034, as appropriated by the 1991;Capital Improvement
Ordinance No. 10732. The said resolution further ratifies the City
Manager's written finding that the herein increase resulted from

emergency circumstances.

BACKGROUND%
The Department of Development and Housing Conservation recommends,
ratification of the attached resolution authorizing an increase in
the contract between the City of Miami and Cazo Construction
-
Corporation, dated February 23, 1990 in an amount not to exceed

$7,500, in connection with the construction of four (4) new single
family homes developed under the City's Scattered Site Affordable = a
Housing Development Program. Funds to cover the said increase are
_
available from the "Scattered Site Affordable Housing Development
Program," Capital Improvement Project No. 321034, as appropriated

through the 1991 Capital Improvement Ordinance No. 10732.
The attached resolution further ratifies the City Manager's written'..

Emergency teed for increase in Contract

1h February of "1991, construction was completed on all 'four (4)
single family homes by Cazo Construction Corporation with two (2)
of the four homes being sold and occupied by low .and moderate
`income families thereafter. However, during the period that City
staff was working with Citibank Federal Savings and the State of

Florida dousing Finance Agency for first and second mortgage
financing for the prospective homebuyers to consummate the sale of
}
the two homes constructed at 779 Northwest 34th Street and' 1111
#
Northwest 32nd Street, each of the City -owned properties were
vandalized.
=It was determined that the most cost effective and expeditious
manner in which to address the repair work required in order to
restore each home for subsequent purchase by the prospective
homebuyers would be through the utilization of the existing

contractor. - In mid -August, the aforementioned City -owned

properties were sold and are currently occupied by low and moderate
income families. Each of the new single family homes were sold for

$59,900 which enabled- the City to recapture its cost of
construction ($44,235 per unit) and its cost for site acquisition
($14,150) .
