RESOLUTION NO.
A RESOLUTION RELATED TO THE SEVENTH ANNUAL
OKTOBERFEST TO BE CONDUCTED BY FRIENDS OF
GERMANY, INC., SEPTEMBER 27 THROUGH OCTOBER
6, 1991; AUTHORIZING THE CLOSURE OF
DESIGNATED STREETS TO THROUGH VEHICULAR
TRAFFIC SUBJECT TO THE ISSUANCE OF PERMITS BY
THE DEPARTMENTS OF POLICE AND FIRE, RESCUE
AND INSPECTION SERVICES; AUTHORIZING THREE
(3) THREE-DAY PERMITS TO SELL BEER AND WINE
IN CONNECTION WITH SAID EVENT SUBJECT TO THE
ISSUANCE OF ALL PERMITS REQUIRED BY LAW;
CONDITIONING ALL APPROVALS AND AUTHORIZATIONS
HEREIN UPON THE ORGANIZERS OBTAINING
INSURANCE TO PROTECT THE CITY IN THE AMOUNT
AS PRESCRIBED BY THE CITY MANAGER OR HIS
DESIGNEE AND PAYING FOR ALL NECESSARY COSTS
OF CITY SERVICES.
WHEREAS, the Friends of Germany, Inc. will conduct the
Seventh Annual Oktoberfest during the period September 27 through
October 6, 1991; and
WHEREAS, certain streets must be closed to through vehicular
traffic during specified dates and hours to insure the safety of
the participants and pedestrians attending the event; and
WHEREAS, the organizers of the event have requested
authorization to sell beer and wine during the period of the
event;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. In order to effectuate safe passage during the
Seventh Annual Oktoberfest to be conducted by Friends of Germany,
Inc., the following streets are hereby closed to through
vehicular traffic from 10:00 A. M. September 27, 1991 through
5:00 P. M. October 6, 1991:
Northeast Fourth Avenue from Northeast Eighteenth Street to
Northeast Nineteenth Street.
Included in the herein closure are all streets, avenues,
alleys, ways and thoroughfares which intersect the
enumerated areas delineated in this section.

Section 2. Upon the issuance of a temporary permit by the
Florida Department of Business Regulation, Division of Alcoholic
Beverages and Tobacco, to sell beer and wine pursuant to City
Code 54-12.1, the request of the Friends of Germany, Inc. to sell
beer and wine in connection with Oktoberfest for three (3) three-
day periods on Northeast Fourth Avenue between 18th and 19th
Streets, during September 27 through September 29, 1991, October
1 through October 3, 1991, and October 4 through October 6, 1991,
is hereby granted subject to the issuance of all permits required
by law.
Section 3. The herein approvals and authorizations are
hereby conditioned upon the organizers paying for all costs of
City services associated with said event and obtaining insurance
to protect the City in the amount as prescribed by the City
Manager or his designee.
Section 4. This Resolution shall become effective
immediately upon its adoption.

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the
attached resolution authorizing street closures and the sale of
beer and wine in connection with the Seventh Annual Oktoberfest
to be conducted by the Friends of Germany September 27 through
October. 6, 1991. These authorizations are conditioned upon the
organizers paying for, the cost of City services and obtaining
insurance to protect the City.
BACKGROUND:
The Department of Community Development has prepared the
appropriate legislation in connection with the 1991 Oktoberfest,
an event held annually at Northeast Fourth Avenue, between 18th
and 19th Streets. Friends of Germany have requested
authorization for street closures and for the sale of beer and
wine in connection with the aforementioned festival. The
organizers have met with the Special Events Committee and the
Police Department has approved the street closures pending City
Commission authorization.
