RESOLUTION NO.
A RESOLUTION APPROVING THE PARTIAL USE OF
STREETS AND THOROUGHFARES IN COCONUT GROVE
DURING THE AV-MED COCONUT GROVE 5-MILER TO BE
CONDUCTED BY THE MIAMI RUNNERS CLUB, INC., ON
OCTOBER 5, 1991, BETWEEN THE HOURS OF 8:00
A.M. AND 11:00 A.M., SUBJECT TO THE ISSUANCE
OF PERMITS BY THE DEPARTMENTS OF POLICE AND
FIRE, RESCUE AND INSPECTION SERVICES;
AUTHORIZING THE POLICE DEPARTMENT TO CONTROL
TRAFFIC FLOW ON CERTAIN STREETS; CONDITIONING
ALL APPROVALS AND AUTHORIZATIONS HEREIN UPON
THE ORGANIZERS PAYING FOR ALL THE NECESSARY
COSTS OF CITY SERVICES AND FEES ASSOCIATED
WITH THE EVENT AND OBTAINING INSURANCE TO
PROTECT THE CITY IN THE AMOUNT PRESCRIBED BY
THE CITY MANAGER OR HIS DESIGNEE.
WHEREAS, the Miami Runners Club, Inc. will conduct the Av-
Med Coconut Grove 5-Miler race on October 5, 1991; and
WHEREAS, the Miami Runners Club, Inc. and the Department of
Police have designed the race course such that major
thoroughfares will remain partially open to vehicular traffic,
thereby minimizing traffic disruption; and
WHEREAS, the restrictions imposed by Ordinance No. 10764 as
to the limitation of the number of events in the Coconut Grove
Special Events District do not apply to the Av-Med Coconut Grove
5-Miler, since said event has been held previously in the Coconut
Grove area;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The use of certain streets and thoroughfares in
Coconut Grove on Saturday, October 5, 1991, between the hours of
8:00 A.M. and 11:00 A.M., during the Av-Med Coconut Grove 5-Miler
race to be conducted by the Miami Runners Club, Inc. is hereby
approved subject to the issuance of permits by the Departments of
Police and Fire, Rescue and Inspection Services.
Section 2. The Police Department is hereby authorized to
control traffic flow on the streets to be utilized as part of the
race course, as follows:

South Bayshore Drive from Darwin Street to McFarlane Avenue.
McFarlane Avenue from South Bayshore Drive to Main Highway.
Main Highway from McFarlane Avenue to Douglas Road.
Douglas Road from Main Highway to North Prospect.
North Prospect from Douglas Road to Pullen Avenue.
Pullen Avenue from North Prospect to South Prospect.
South Prospect from Pullen Avenue to Douglas Road.
Douglas Road from South Prospect to Edgewater.
Edgewater from Douglas Road to Ingraham Highway.
Section 3. Such authorizations are subject to the exercise
of complete control over such use of streets by the Department of
Police after giving all due consideration to the safety and
traffic needs of residents, business and religious institutions in
the area for entering and crossing through said arterials.
Section 4. The herein approvals and authorizations are
hereby conditioned upon the organizers paying for all costs of
City services and fees associated with said event and obtaining
insurance to protect the City in the amount as prescribed by the
City Manager or his designee.
Section 5. This Resolution shall become effective
immediately upon its adoption.

It is respectfully recommended that the City Commission adopt the
attached resolution authorizing the use of certain streets in
connection with the Av-Med Coconut Grove 5-Miler, to be conducted
by the Miami Runners Club on October 5, 1991. This authorization
is conditioned upon the organizers paying for any costs of City
services and applicable fees and the requirement that the City
will be insured against any potential liability.
BACKGROUND:
The Department of Community Development has prepared the
appropriate legislation in connection with the Av-Med Coconut
Grove 5-Miler, to be conducted on October 5, 1991, by the Miami
Runners Club, Inc. to benefit the Covenant House Shelter for
homeless children. The organizers have met with the Special
Events Committee (including the Police Department) to design a
race course that minimizes the disruption of traffic in the area.
Since the aforementioned event has been held in Coconut Grove in
the past, the limitations imposed by Ordinance 10764 as to the
number of events in the Grove Special Events District do not
apply in this case.
