A RESOLUTION AUTHORIZING THE FUNDING OF THE BETTER WAY PROGRAM, AND ALLOCATING FUNDS THEREFOR, IN AN AMOUNT NOT TO EXCEED $25,000, FROM THE LAW ENFORCEMENT TRUST FUND, SUCH EXPENDITURE HAVING BEEN APPROVED BY THE CHIEF OF POLICE. WHEREAS, Florida State Statute 932.704(3)(a), as amended, authorizes the expenditure of forfeiture proceeds for law enforcement purposes not considered normal operating expenses; and WHEREAS, the City of Miami, supports those groups dedicated to assisting those individuals needing food, shelter, and counselling; and WHEREAS, the Better Way Program accepts any male over the age of 18 who is homeless or indigent and inflicted with alcohol or chemical dependency; and WHEREAS, the Better Way's services include counselling and alternative placement if the individual cannot complete the program; and WHEREAS, the Chief of Police has recommended adoption of this Resolution and has certified that the proposed expenditures comply with Florida State Statute 932.704, as amended; and WHEREAS, funds to cover the herein expenditure have not been included in the Police Department's normal operating budget, but are available in the City of Miami Law Enforcement Trust Fund; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Funding of the Better Way Program is hereby authorized, with funds therefor, in an amount not to exceed $25,000, being hereby allocated from the City of Miami Law Enforcement Trust Fund, Project No. 690001, Index Code 029002- 247, such costs having approved by the Chief of Police. AUG 2 8 1991 FILE Resolution Funding the Better Way Program It is respectfully recommended that a Resolution authorizing the funding of the Better Way Program, at a cost not to exceed $25,000, funding to be from the Law Enforcement Trust Fund, be approved. The Police Department supports the efforts of those groups dedicated to helping the less fortunate by providing food, shelter, and counseling. This type of assistance ultimately benefits both the City and the Police Department by reducing the possibility of criminal activity by individuals simply, -attempting to survive. The Better Way Program offers such services to the homeless and indigents suffering from alcohol or chemical dependency and has no prerequisites for admission. Their services are offered to males over the age of 18, regardless of their ability to pay, and include alternative placements for those unable to complete the program. The funding sought will be utilized to pay for counselling, equipment, and other miscellaneous costs associated with operating the program. Payment will be by reimbursement, and will be made pursuant to established tracking procedures. Funding is contingent upon the continued delivery of services to City of Miami residents and the continued acceptance of referrals from organizations within the City of Miami. It is, therefore, recommended that the Resolution authorizing the funding of the Better Way Program, in an amount not to exceed $25,000, funding to be from the Law Enforcement Trust Fund, Project No. 690001, Index Code 029002-247, be approved.
