ORDINANCE NO 10 913
AN EMERGENCY ORDINANCE ESTABLISHING A NEW SPECIAL
REVENUE FUND ENTITLED: "GEOGRAPHIC TARGETING
PROGRAM"; APPROPRIATING FUNDS FOR ITS OPERATION IN AN
AMOUNT NOT TO EXCEED $75,000; AuTHoRIZING THE CITY
MANAGER TO ACCEPT THE GRANT OF $75,000 FROM THE U.S.
DEPARTMENT OF JUSTICE AND TO ENTER INTO THE NECESSARY
CONTRACT(S) AND/OR AGREEMENT(S)I IN A FORM ACCEPTABLE
TO THE CITY AMORNEY, FOR THE ACCEPTANCE AND
DISBURSEMENT OF THE AFORESAID MONIES FOR THE
COMPENSATION OF PERSONNEL AND OTHER RELATED COSTS;
CONTAINING A REPEALER PROVISION AND A SEVERABILITY
CLAUSE.
WHEREAS, the City of Miami Police Department continues to investigate
narcotics trafficking; and
WHEREAS, there is a need to target specific geographical areas; and
WHEREAS, the U.S. Department of Justice, Office of Justice Programs, has
approved the award of $75,000 toward the payment of overtime and other related
expenses with no matching funds fran the City of Miami to accomplish these
investigations; and
WHEREAS, any purchases would have to comply with applicable city code
purchasing reequi renents;
NOW, THEREFORE, BE IT ORDAINED BY THE COMISSION OF THE CITY OF MUM,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this
Ordinance are hereby adopted by reference thereto and incorporated herein as
if fully set forth in this Section.
Section 2. The following Special Revenue Fund is hereby established and
resources are hereby appropriated as described herein:
FUND TITLE: Geographic Targeting Program
RESOURCES: U.S. Department of Justice $75,000
APPROPRIATIONS: Total Personnel $60,000
Total Related Costs $15,000

Section 3. The City Manager is hereby authorized to accept the
grant as
set forth in the preamble to this Ordinance and to enter into the necessary
contract($) and/or agreenent(s), in a form acceptable to the City Attorney,l/
for the acceptance and disbursement of the aforesaid monies for the
caipensation of personnel and other related costs.
Section 4. All ordinances or parts of ordinances insofar as they are
inconsistent or in conflict with the provisions of this Ordinance are hereby
repealed.
Section 5. If any section, part of section, paragraph, clause, phrase,
or word of this Ordinance is declared invalid, the remaining provisions of
this Ordinance shall not be affected.
ISection 6. This Ordinance is hereby declared to be an emergency measure
on the grounds of urgent public need for the preservation of peace, health,
safety, and property of the City of Miami, and upon the further grounds of the
necessity of the City of Miami to make the
required and necessary payments to
its employees and officers, payment of its debts, necessary and required
purchases of goods and supplies, and to generally carry on the functions and
duties of municipal affairs.
Section 7. The requirement of reading this Ordinance on two separate
days is hereby dispensed with by an affirmative vote of not less than four -
fifths of the members of the Ccm mission.
Section 8. This Ordinance shall became effective immediately upon its
adoption.

RECOMMENDATION:
It is respectfully recommended that an Ordinance establishing a
Special Revenue Fund entitled: "Geographic Targeting Program,"
accepting a grant from the U.S. Department of Justice, in the
amount of $75,000 and appropriating funds for the operation of
same, be adopted.
BACKGROUND:
The Miami Police Department is continuing its efforts at
combatting narcotics trafficking:and has received assistance in
this endeavor from the federal government in the past-.. The U.S.
Department of Justice, Office of Justice Programs, has awarded
the City of Miami Police Department a grant of $75,000 as an
incentive to target organizations involved in narcotics
trafficking based on geographic location. No matching funds are
required by the City.
This Ordinance is being requested on an emergency basis on the
grounds of urgent public need for the preservation of peace,
health, safety, and property of the City of Miami, by curtailing
narcotics trafficking.
