A RESOLUTION, WITH ATTACHMENT, TRANSMITTING THE APPLICATION FOR DEVELOPMENT APPROVAL (ADA) TO THE SOUTH FLORIDA REGIONAL PLANNING COUNCIL AND FLORIDA DEPARTMENT OF COMMUNITY AFFAIRS FOR SUFFICIENCY REVIEW PURSUANT TO CHAPTER 380.06, FLORIDA STATUTES, AS AMENDED, DEVELOPMENTS OF REGIONAL IMPACT; WHICH ADA PROPOSES: (A) AMENDING THE SOUTHEAST OVERTOWN/PARK WEST (SEO/PW) MASTER DEVELOPMENT ORDER (RESOLUTION NO. 88-110; ADOPTED FEBRUARY 11, 1988) FOR THE PERIOD 1988-2007; (B) AMENDING THE SEO/PW INCREMENT DEVELOPMENT ORDER (RESOLUTION NO. 88-111; ADOPTED FEBRUARY 11, 1988) FOR THE PERIOD 1988-1994 AND EXTENDING THE BUILD -OUT DATE TO 1997; AND (C) ADOPTING A SEO/PW INCREMENT II DEVELOPMENT ORDER FOR THE PERIOD 1992-1999 AND ADVANCING THE COMMENCEMENT DATE OF INCREMENT II TO 1992; ALL FOR THE PURPOSE OF REGULATING FUTURE DEVELOPMENT IN THE SOUTHEAST OVERTOWN/PARK WEST PROJECT. WHEREAS, it is necessary to institute an Increment II Development Order for the Southeast Overtown/Park West project a Development of Regional Impact, per Chapter 380.06, Florida Statutes, while amending the previously approved Master and Development Orders; and WHEREAS, it is necessary for the South Florida Regional Planning Council and Florida Department of Community Affairs to review and make recommendations on the proposed amendments to these previously issued Development Orders, per Chapter 380.06, Florida Statutes; . NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Consideration of recommending transmittal of an Application for Development Approval (ADA) to the South Florida Regional Planning Council and Florida Department of Community Affairs, per Chapter 380.06 F.S. Developments of Regional Impact; which ADA proposes amending the Southeast Overtown/Park West (SEO/PW) Master Development Order (Resolution 88-110; February 11, 1988) for the period 1988-2007; amending the SEO/PW Increment I Development Order (Resolution 88-111; February 11, 1988) for the period 1988- 1994; adopting an SEO/PW Increment II Development Order for the period 1992-1999 to regulate future development in Southeast Overtown/Park West, a area generally bounded by Biscayne Boulevard, I-395, I-95 and N. 5th Street, and more particularly described herein; proposing 166,000 gross square feet of office space; 95,400 gross square feet of commercial space; 2,000 residential dwelling units and 8,000 attraction seats for Increment I, and extending the buildout date for Increment I to 1997; proposing 337,000 gross square feet of office space, 71,700 gross square feet of commercial space, 500 hotel rooms, 2,000 residential dwelling units and 8,000 attraction seats for Increment II, and advancing the commencement date of Increment II to 1992, and finding that the proposal is in conformity with the Miami Comprehensive Neighborhood Plan 1989- 2000 (Ordinance 10544). REQUEST To transmit an Application for Development Approval, to the Southeast Overtown/Park West (SEO/PW) DRI to the South Florida Regional Planning Council (SFRPC) and Florida Department of Community Affairs (DCA) for their review and recommendations. PLANNING RECOMMENDATION Approval. 1 I . BACKGROUND The Southeast Overtown/Park West (SEO/PW) Community Redevelopment Project area was approved as a Development of Regional Impact (DRI) in 1988. The benefits of the DRI designation are three -fold: ANALYSIS a) Major proposed development, if it fits within the parameters of a development order(s) issued by the City, can look for speedy approval. b) Fees will be returned to the City rather than to the SFRPC. c) The City is assured that necessary infrastructure is planned and funded in time to meet the needs of new development. A Master Development Order (Resolution No. 88-110; February 11, 1988) and an Increment I Development Order (Resolution No. 88-111; February 11, 1988) have been issued by the City for the SEO/PW DRI. The Master Development Order requires that an ADA be filed with the SFRPC prior to the issuance of a subsequent development order for incremental development. The Master Development Order lists those questions from the ADA which the City must respond to as each incremental portion of the SEO/PW DRI is submitted to the SFRPC. The City is submitting an Increment II ADA to the SFRPC to facilitate the continued phased development of SEO/PW. Following this submittal to the SFRPC, the SFRPC staff will conduct a review for approximately three months; the SFRPC will then make their recommendation to the City Commission as to whether the ADA should be approved. The City Commission will take the SFRPC recommendation under advisement and issue an Increment II Development Order approving, or modifying with conditions, the DRI proposal. The ADA for Increment II proposes the following development program for Phase 2 of SEO/PW: Office Commercial Hotel Residential Attractions 337,000 gross sq. ft. 71,700 gross sq. ft. 500 rooms 2,000 units 8,000 seats PAS 7/10/91 Item #4 Page 2 of 3 ell REC"ENDATION PLANNING ADVISORY �;aAR0 CITY COXMISSION The proposed program is to be facilitated by reassigning Master DO) approved Increment II convention land use square footage to the Attractions and Commercial land use categories and by advancing 132,000 square feet of office space from the approved Increment III program to Increment II. The reassignment is based on trip generation associated with the various land uses. The proposed number of hotel rooms and residential units is unchanged from the Master DO approved Increment II program. Additionally, it is proposed that the commencement date for Increment II be changed from 1994 to 1992. (See General Project Description attached) To save the City a possible $35,000 in SFRPC review fees (if found to be a substantial deviation), we are showing a reassignment of convention space to the Commercial and Attractions land use categories for Increment I. The SFRPC will review the regional impacts associated with this reassignment as a part of the City's Increment II ADA review. The Increment I reassignment will be accomplished by amending the existing Increment I development order and filing a "Notification of a Proposed Change to a Previously Approved DRI" with the SFRPC and DCA. The ADA shows that significant employment opportunities and an expanded tax base will result from the SEO/PW DRI. It also shows that the necessary infrastructure will be in place to accommodate future growth with minimal impact to natural resources. The ADk is consistent with the Southeast Overtewn/Park West Community Redevelopment Plan adopted in 1982 by City Commission Resolution No. 82-755 and County Commission Resolution No. 1677-82. It is also consistent with the Miami Comprehensive Neighborhood Plan 1989-2000. (See complete ADA attached). At its meeting of July 10, 1991, the Planning Advisory Board adopted Resolution PAB 42-91 by a 9-0 vote, recommending approval of the above. Traffic Impact Study ' Area A traffic impact study area has been defined for the Southeast Overtown/Park West DRI as being located within Dade County, bounded by North 79th Street on the north, Biscayne Bay .on the south, Alton Road on the east, and West 42nd Avenue on the west. This traffic: impact, study area has been adjusted as needed to include non -expressway roadwaytIlinks which,. carry three percent (3%) or more of the total project trips, and ,Y• ,t' t3 expressway and non -expressway roadway links on which the directional project trips are equal to or. exceed ten percent (10%) of the level of service (LOS) D maximum service volume for each particular roadway link.
