HomeMy WebLinkAboutR-91-0685J-91-794 9/28/91 RESOLUTION NO. - A RESOLUTION DIRECTING THE CITY MANAGER TO WORK COOPERATIVELY WITH REPRESENTATIVES OF THE COCONUT GROVE COMMUNITY AND PROVIDERS OF SERVICES TO THE HOMELESS; DIRECTING THE CITY MANAGER TO IDENTIFY A SUITABLE ALTERNATIVE PROPERTY FOR USE BY THE PROVIDERS OF SERVICES TO THE HOMELESS TO EXCHANGE FOR THE COCONUT GROVE NAVAL RESERVE PROPERTY, AND IDENTIFYING SEVERAL TENTATIVE ALTERNATE SITES; AUTHORIZING THE CITY MANAGER TO FILE REQUIRED APPLICATIONS TO TAKE ALL ACTIONS NECESSARY TO ACQUIRE THE NAVAL RESERVE PROPERTY LOCATED AT 2610 TZGERTAIL AVENUE, COCONUT GROVE, MIAMI, FLORIDA, FOR A COMMUNITY -BASED EDUCATIONAL FACILITY. WHEREAS, the City of Miami recognizes the need to address the problems of the homeless in the Greater Miami area; and jj WHEREAS, the City is committed to provide its fair share of resources to address needs of the homeless, in conjunction with Metropolitan Dade County, the State of Florida, the Federal government, and other interested organizations; and WHEREAS, the Federal government has announced the availability of the Naval Reserve property, located at 2610 Tigertail Avenue, Coconut Grove, Miami, Florida; and WHEREAS, the local Coconut Grove community would like the City to obtain the Naval Reserve property for use as a community §? educational facility while providers of assistance to the 7= homeless desire the property to be used to address the needs of —; the homeless; and WHEREAS, the City desires to address the special needs of the homeless by providing a suitable alternative property for the homeless, reserving the Naval Reserve property to meet the special needs of the Coconut Grove community as a community -based 13: ` educational facility; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: i Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Manager is hereby directed to work cooperatively with representatives of the Coconut Grove community and providers of services for the homeless who have submitted an "Expression of Interest" in using the Naval Reserve property located at approximately 2610 Tigertail Avenue, Miami, Florida ("Naval Reserve Property"), to address the special requirements of both groups. Section 3. The City Manager is further directed to identify an appropriate alternate site, which will provide suitable facilities to address the needs of the homeless, and to work cooperatively with providers of assistance for the homeless to identify funding for homeless programs to be provided at such alternate sites on the local, state and federal levels. Alternate sites to be tentatively considered by the City Manager Include properties located at 1516 North Miami Avenue, 1950 N.W. 12th Avenue and 2735 N.W. loth Avenue, Miami, Florida, and such other sites as may be determined suitable by the City Manager in consultation with said homeless assistance providers. Section 4. The City Manager is authorized to file all required applications or other documents and to take all such other actions as may be necessary to acquire the Naval Reserve property to provide a oommunity-based educational facility, as more fully described in the September 19, 1991, correspondence from the City Manager to the United States General Services Administration. Section 5.
