MENDOZA AS AN INDEPENDENT CONTRACTOR IN MATTERS PRIMARILY RELATED TO THE ADMINISTRATION OF SPECIAL PROJECTS AND BID PROCESSES, AND THE RESEARCH OF THE CITY'S OFFICIAL RECORDS WHICH ARE KEPT IN THE OFFICE OF THE CITY CLERK, COMMENCING OCTOBER 4, 1991, FOR A TWELVE MONTH PERIOD, WITH TOTAL COMPENSATION FOR SAID SERVICES IN AN AMOUNT NOT TO EXCEED $20,000, PAYABLE IN EQUAL MONTHLY INSTALLMENTS, WITH MONIES THEREFOR BEING ALLOCATED FROM THE OFFICE OF THE CITY CLERK'S BUDGETED FUNDS. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Clerk is hereby authorized/ to engage the professional services of Sylvia M. Mendoza, primarily in connection with matters involving the administration of special projects and bid processes, and the research of the City's official records which are kept in the Office of the City Clerk, commencing October 4, 1991, for a twelve month period, with total compensation for said services in an amount not to exceed $20,000, payable in equal monthly installments, and with monies therefor being hereby allocated from the Office of the City Clerk's budgeted funds. i Section 2. This Resolution shall become effective immediately upon its adoption. City_C1erk's_Office WATT Y H IRA I ENCLOSURES; City Clerk The purpose of this memorandum is to respectfully request of you, Mr. Mayor and Members of the City Commission, that you approve and authorize me to enter into a professional services agreement with Mrs. Sylvia Mendoza upon her retirement. Mrs. Mendoza has been with this office for the past 14 years and is presently a Technical Operations Liaison. Some of Mrs. Mendoza's basic responsibilities with this office involve research of the City Commission's official records for preparation of special research projects; special gleaning and certification of pertinent documents in connection with the City's bond validation proceedings; complete administration of the lobbying ordinance and the City's bid processes. She also acts as direct liaison with Municipal Code Corporation concerning the ongoing codification of the Charter and Code and reviews code supplements upon their arrival. She also acts as special assistant during. City of Miami elections. I know how the Commission feels in connection with the necessary - in-house cross training of staff so that when a senior employee leaves, there may be someone on staff fully capable of carrying on his or her responsibilities, and I agree that such should be the case. But in this instance, I beg of you to consider that this early retirement incentive program has "descended" upon us. within a very short time -- practically 30 days. Mrs. Mendoza had not even mentioned the possibility of retiring, and therefore, no serious cross -training efforts had been implemented in connection with her eventual departure. Under the herein agreement, Mrs. Mendoza will be requested to _ work an average of 25 hours per week and the economic impact to the City would be an average of $7,800 for the first six months of her services. Her present salary with the City is $32,510 a year, therefore, if the herein professional services agreement would be approved by you, it would represent a substantial savings to the City, The necessary funds to cover the cost for said services are presently budgeted and available in the City Clerk's budget.
