RESOLUTION NO.
A RESOLUTION, WITH ATTACHMENT, DIRECTING THE
CITY MANAGER TO REALLOCATE APPROXIMATELY
$500,367 IN UNEXPENDED TENTH (LOTH) YEAR
COMMUNITY DEVELOPMENT PROGRAM FUNDING FROM
THE CDBG PROJECT ENTITLED "LITTLE HAVANA
MULTIFAMILY REHABILITATION PROGRAM," FROM THE
PURPOSE OF PROVIDING FUNDING TO UNDERTAKE THE
ACQUISITION OF SLUM AND BLIGHTED PROPERTIES
SITUATED AT BISCAYNE BOULEVARD AND NORTHEAST
5TH AVENUE BETWEEN NORTHEAST 62ND AND 63RD
STREETS IN NORTHEAST MIAMI FOR DEVELOPMENT OF
A MIXED -USE RESIDENTIAL PROJECT.
WHEREAS, over the past year the City Administration has been
working jointly with the Northeast Task Force in connection with
the implementation of a strategy to improve an area bounded by

Biscayne Boulevard and Northeast 5th Avenue between Northeast
62nd and 63rd Streets in Northeast Miami; and
WHEREAS, at the July 25, 1991 City Commission meeting, the
City Commission, through Resolution No. 91-587, directed, inter
alb, the City Manager to identify funding in the amount of at
least $178,000 needed by the Northeast Task Force for
implementation of certain improvements to the Northeast Miami
area; and
WHEREAS, in June of 1984, through Resolution No. 84-842, the
City Commission authorized the expenditure of Community
Development Block Grant Program ("CDBG") funds in the amount of
$1,031,000 in the Model City neighborhood and an equal amount in
the Little Havana neighborhood for the purpose of stimulating
housing rehabilitation and new housing development in both
neighborhoods; and
WHEREAS, the aforementioned CDBG funds constitute a portion
of the $2,944,000 added to the City's 10th Year CDBG Entitlement
Grant by U.S. HUD as a result of a recalculation of the City's
1980 Census based poverty and distress level by the U.S.
Department of Commerce; and

WHEREAS, funding in the amount of $800,387 has been
identified and is available from unexpended loth Year Community
Development Block Grant Program funding, under a CDBG Project
entitled the "Little Havana Multifamily Rehabilitation Program";
and
WHEREAS, reallocation of the aforementioned amount for the
purpose of undertaking land acquisition activities in connection
with the eradication of slum and blighted properties situated at
Biscayne Boulevard and Northeast Sth Avenue between Northeast
62nd and 63rd Streets in Northeast Miami is in the best interest
of the City and promotes the general welfare; and
j WHEREAS, said designation of Community Development Block

Grant funds by the City Commission requires an amendment to the
Community Development Block Grant Program's Final Statement;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The City Manager is hereby directed to
reallocate unexpended loth Year Community Development Block Grant
Program funds in the amount of $500,367 from the CDBG Project
entitled "Little Havana Multifamily Rehabilitation Program," for
the purpose of undertaking land acquisition activities in the
area bounded by Biscayne Boulevard and Northeast 8th Avenue
between Northeast 62nd and 63rd Streets (graphically depicted on
Attachment "A" hereto), for the development of a mixed use
residential housing project.
Section 3. This Resolution shall become effective
immediately upon its adoption.

It is respectfully recommended that the City Commission adopt the
attached resolution directing the City Manager to reallocate
approximately $500,367 in unexpended loth Year Community Development
Block Grant funds from CDBG Project entitled "Little Havana
Multifamily Rehabilitation Program," for the purpose of providing
funding in connection with the acquisition of slum and blighted
properties in Northeast Miami situated at Biscayne Boulevard and
Northeast 5th Avenue between Northeast 62nd and 63rd Streets,
BACKGROUND:
The Department of Development and Housing Conservation recommends
ratification of the attached resolution directing the City Manager
to reallocate approximately $500,367 in unexpended 10th Year
Community Development Block Grant Program funding from CDBG Project
entitled "Little Havana Multifamily Rehabilitation Program," for the
purpose of providing funding in connection with the acquisition of
slum and blighted properties in Northeast Miami situated at Biscayne
Boulevard and Northeast 5th Avenue between Northeast 62nd and 63rd
Streets.
In June of 1984, through Resolution no. 84-642, the City Commission
authorized the expenditure of Community Development Block Grant
Program funds in the amount of $1,031,000 in the Model City
neighborhood and an equal amount in the Little Havana neighborhood,
for the purpose of stimulating housing rehabilitation and new
housing development activities in both neighborhoods. These funds
constitute a portion of the $2,944,000 added to the City's loth Year
CDBG Entitlement Grant by U.S. HUD as a result of a recalculation by
the U.S. Department of Commerce of the City's poverty and distress
level.
Since that time, approximately $500,367 in 10th Year CDBG funding
remain unexpended under the project entitled "Little Havana
Multifamily Rehabilitation Program." The said project was designed
to provide owners of existing multifamily apartment buildings with
low interest fundings for the rehabilitation of such properties
through the implementation of a targeted multifamily rehabilitation
loan program.

To date, under the City's existing CDBG assisted Multifamily
Rehabilitation Loan Program, approximately 557 multifamily apartment
units have been rehabilitated in Little Havana at a cost of
approximately $5,565,640 in City funds and $4,274,590 in private
financing. It is anticipated that the reprogramming of the
unexpended CDBG funds will not have a negative impact on housing
rehabilitation activities in the Little Havana neighborhood, in view
of the availability of financing for such activities under the
City's existing Multifamily Rehabilitation Loan Program.
At the July 25, 1991 City Commission meeting, the City Commission,
through Resolution No. 91-587, allocated funds in the amount of
$176,000 in City assistance to Tacolcy Economic Development
Corporation in connection with the development of the 60 unit
Edison Terrace Residential Housing Project. Moreover, through
Resolution No. 91-587, the City Commission further directed the City
Manager to identify and allocate a like amount for the Northeast
Task Force in the 1991-1992 Fiscal Year Budget. With the
reprogramming of the entire $500,367 in unexpended loth Year CDBG
funds, it is anticipated that the City Administration, working in
concert with the Northeast Task Force, could eradicate a number of
blighted and unsafe structures located at Biscayne Boulevard and
Northeast 5th Avenue between Northeast 62nd and 63rd Streets. The
assembled parcels would be utilized to develop a mixed use project
consisting of retail and affordable housing units.
In an effort to move this project forward, City Commission
ratification of the attached resolution is recommended.
