A RESOLUTION APPOINTING CERTAIN INDIVID0ALS
TO SERVE AS MEMBERS OF THE CITY OF MIAMI
OFFICE OF PROFESSIONAL COMPLIANCE ADVISORY
PANEL FOR TERMS OF OFFICE AS DESIGNATED
HEREIN.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1.(a) The following individuals are hereby
appointed to serve as members of the City of Miami Office of
Professional Compliance Advisory Panel for the remainder of
unexpired terms ending December 6, 1991:

[No appointment made] Cannissioner Victor De Yurre
(b) The above individuals are also hereby
appointed, effective December 7, 1991, to serve full terms of
office expiring December 6, 1993.
Section 2. This Resolution shall become effective
immediately upon its adoption.

Enclosed herein please find a copy of R--91-730 which was passed
and adopted by the City of Miami Commission at its meeting held
on October 3, 1991, appointing you to serve as a member of the
City of Miami Office of Professional Compliance Advisory Panel.
Pursuant to Article II, Section 8 of the Florida Constitution
and/or Dade County Ordinance No. 77-13, as a member of the Office
of Professional Compliance Panel, you will be required to file a
Source of Income Statement form with the Dade County Supervisor,
Elections Department. Their address is: Metro Dade Center, 111
N.W. 1st Street, Suite 1910, Miami, Florida 33128-1993 (Tel: 375--
5553).
Also enclosed is a copy of a memorandum from Jorge L. Fernandez,
City Attorney, dated October 11, 1988, outlining some guidelines
to assist members of City Boards and Committees in complying with
the Government in the Sunshine Law.
Also enclosed, for informational purposes, is another memorandum
from the City Attorney, dated April 3, 1989 on legal requirements
concerning Conflict of Interest and Dual Office Holding
circumstances which may prohibit your membership in said bodies.

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the
attached resolution appointing individuals to fill vacancies on
the Office of Professional Compliance Advisory Panel.
BACKGROUND:
i
The Office of Professional Compliance requests the appointment of
two individuals to the Advisory Panel to complete terms expiring
December 6, 1991 and to serve full terms expiring December 6,
1993.
At the present time, two (2) vacancies exist on the Office of
Professional Compliance Advisory Panel. On July 11, 1991, the
City Commission filled one of two existing vacancies, leaving one
j vacancy remaining to be filled. Since that time, one (1)
additional vacancy was created; Mr. John K. Shubin, due to his
work schedule, resigned his position on the Advisory Panel,
k effective August 8, 1991.
In accordance with administrative policy, I am notifying you of
the above so that you may appoint members to the Panel as
j provided for in Section II (f) (1) (i) Ordinance No. 10659.

Dear Mr. Ingraham:
It is with deep regret that I must advise you of my intention
to resign from the OPC Advisory Panel. Although I strongly support
the efforts that you, your staff, and my fellow panel members have
made on behalf of civilian oversight of the police force in the
City.. of Miami, my work schedule has effectively precluded my
participation on the panel. This lack of participation is
inconsistent with my definition of public service, and I would
prefer that someone with more available time replace me on the
panel.
Please pass this correspondence on to your staff and the panel
members and wish them the very best on my behalf.
