BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Seotion 1. The following individuals are hereby appointed
to the City of Miami Affirmative Aotion Advisory Board, for a
two-year period, effective Ootober 3, 1991:

Enclosed herein please find a copy of R-91--729 which was passed
and adopted by the City of Miami Commission at its meeting held
on October 3, 1991, appointing you to serve as a member of the
City of Miami Affirmative Action Advisory Board.
Pursuant to Article II, Section 8 of the Florida Constitution
and/or Dade County Ordinance No. 77--13, as a member of the
Affirmative Action Board, you will be required to file a Source
of Income Statement form with the Dade County Supervisor,
Elections Department. Their address is: Metro Dade Center, 111
N.W. 1st Street, Suite 1910, Miami, Florida 33128--1993 (Tel: 375-
5553)
Also enclosed is a copy of a memorandum from Jorge Le Fernandez,
City Attorney, dated October 11, 1988, outlining some guidelines
to assist members of City Boards and Committees in complying with
the Government in the Sunshine Law.
Also enclosed, for informational purposes, is another memorandum
from the City Attorney, dated April 3, 1989 on legal requirements
concerning Conflict of Interest and Dual Office Holding
circumstances which may prohibit your membership in said bodies.

RECOMMENDATION:
It is respectfully recommended the City Commission adopt the
attached resolution authorizing the appointment of three (3)
individuals to serve on the Affirmative Action Advisory Board.
BACKGROUND:
The Department of Internal Audits and Reviews respectfully
requests the appointment of three individuals to the Affirmative
Action Advisory Board. At the present time, Hispanics, Anglos
and females are underrepresented on the Board, comprising 36%
Hispanics, 9% Anglos and 36% females, compared to 59%, 19% and
46%, respectively, of the City of Miami general population.
Currently, three (3) vacancies exist on the Board. Mr. John
Bennett, appointed by Commissioner Dawkins, does not wish to
serve again. Ms. Frankie Rolle, appointed by Commissioner
Alonso, and Mr. Richard Nussel, appointed by Commissioner
Plummer, have resigned.
�� n accordance with administrative policy, I am notifying you of
the above so that you may confirm and appoint members to the
Board as provided for in Section 1 of Ordinance No. 9139.

Dear Commissioner Plummer,
Please accept this letter as my resignation from the Affirmative
Action Advisory Council effective after the May 1991 meeting.
The Florida Conference of the United Methodist Church is relocating
me to another church in the Northern part of Florida. As I will
no longer be a resident of the City of Miami it is necessary for
me to resign. I want to thank you and the City of Miami for the
opportunity to serve on the Affirmative Action Advisory Council.
I hope that I have been able to contribute something back to the
community that I have grown to love. The experience of working
with Dr. Daniels and the members of the Council over the last
three years has been richly rewarding.
Again, please accept my resignation and thank you for allowing
me to serve the City of Miami. I am,

and it is difficult for me to attend the meetings.
