AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE
NO. 10202, ADOPTED JANUARY 8, 1986, AS
AMENDED, BY INCREASING APPROPRIATIONS TO THE
SPECIAL REVENUE FUND ENTITLED: "HANDICAPPED
DIVISION FUND RAISING PROGRAM" BY $501000,
COMPOSED OF MONIES GENERATED THROUGH FUND-
RAISING EFFORTS OF THE CITY OF MIAMI'S
HANDICAPPED DIVISION AND PRIVATE DONATIONS;
CONTAINING A REPEALER PROVISION AND A
SEVERABILITY CLAUSE.
WHEREAS, the City Commission adopted Ordinance No. 10202 on
January 8, 1986 establishing a special revenue fund entitled
"Handicapped Division Fund Raising Program"; and
WHEREAS, said Ordinance was later amended by Ordinance 10668
to provide increased appropriations to said fund; and
WHEREAS, the City of Miami has onaoi my An i r,, _4_
Programs for its handicapped citizens; and
WHEREAS, the availability of Federal, State and local funds
to support these programs has continuously been reduced; and
WHEREAS, the Handicapped Division of the Department of Parks
and Recreation has researched, developed and implemented various
fund raising methods, which have proven successful; and
WHEREAS, since the establishment of said Special Revenue
Fund, the Handicapped Division has raised additional funds for
its programs for a total increase in the amount of $50,000 to be
appropriated at this time; and
WHEREAS, the revenues collected from nongovernmental sources
such as special events: -and private donations will be utilized to
enhance the availability of quality services for the handicapped;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:

Section 1. Ordinance No. 10202, adopted January 8, 1986, as
amended,�is hereby further amended in the following particulars:'/
"Section I. The following Special Revenue Fund is
hereby established as described herein:
FUND TITLE: HANDICAPPED DIVISION FUND RAISING
PROGRAM
RESOURCES: PUBLIC AND PRIVATE
CONTRIBUTIONS $ 25,000
OTHER
FUND RAISING S 75,000
APPROPRIATION: HANDICAPPED DIVISION FUND
RAISING PROGRAM $ 5100,000"
Section 2. All ordinances or parts of ordinances insofar as
they are inconsistent or in conflict with the provisions of this
Ordinance are hereby repealed.
Section 3. If any section, part of section, paragraph,
clause phrase, or word of this Ordinance is declared invalid, the
remaining provisions of this Ordinance shall not be affected.
Section 4. This Ordinance shall become effective thirty
days after final reading and adoption hereof. -

ENCLOSURES:
i It is respectfully recommended that the City Commission adopt the
attached ordinance amending Ordinance No. 10202, as amended,
regarding the special revenue fund entitled: "Handicapped
Division Fund Raising Program by increasing funds for the
program's operation in the amount of $50,000, composed of monies
generated through fund-raising efforts of the City of Miami's
Handicapped Division and private donations.
Mackground:
The. Department of Parks and Recreation Handicapped Division has
received grant funds for the past fifteen years. However, in
recent years federal grants and community development monies have
been drastically reduced necessitating that the Division place an
increased emphasis on fund-raising.
The monies raised through annual fund-raising efforts supplement
the Division's community recreation programs which serve a
minimum of three hundred adults and children weekly. Through the
various fund-raising activities since 1986, including monthly
special events, private donations, and the annual Edward James
Olmos Golf Classic, the Division has raised approximately
$83,248. These funds will be used to continue existing programs
and to expand services to additional disabled citizens interested
in participating in various activities offered by the Handicapped
Division.
These programs serve to enhance the quality of life for the
physically and developmentally disabled citizens of Miami by
providing an integrated setting and equal opportunities and
access in -all their endeavors. The Handicapped Division promotes
and advocates the needs of the disabled and considers community
recreation a vital component in the transition process. We
therefore recommend that the proposed action be taken to increase
this special revenue fund to continue these worthwhile programs.

its programs for a total increase in the amount of $35,000 to be
appropriated at this time; and
WHEREAS, the revenues collected from nongovernmental sources
such as special events, concessions and private donations will be
utilized to enhance the availability of quality services for the
handicapped;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:

Section 4. It is the intention of the City Commission that
the herein provisions shall become and be made part of the Code
of the City of Miami, Florida, as amended, all of which provi-
sions may be renumbered or relettered and the word "ordinance"
may be changed to "section", "Article", or other appropriate word
to accomplish such intention.
