BACKGROUND

SUBJECT: ARPA Allocation of $500,000 to
Center of Black Innovation
The City of Miami ("City") received American Rescue Plan Act funding to address COVID-19 and its impact
on public health as well as address economic harms to households, small businesses, nonprofits, impacted
industries, and the public sector.
The CENTER FOR BLACK INNOVATION, INC ("CFBI") is a not for profit organization that drives change
through providing exposure to innovation pathways, scaling black innovation ecosystems, diversifying
existing innovation ecosystems with data -driven policies and research, with strategic long-term actions to
solve the greatest funding challenges blocking Black prosperity.
The organization proposes to offer two seperate programs focused on aiding black small businesses and
youths impacted by the COVID 19 pandemic. CFBI will offer the D.A. Dorsey Project and the COVID 19
Family First and STEM Project. The D.A. Dorsey Project will be a direct service program that will aid COVID
impacted businesses in recovery through sustainability and creating a hub for resources that small black
business owners can easily navigate to support their businesses. The COVID 19 Family First Education
and STEM Project will supplement the school system's efforts to accelerate the learning for students who
fell behind during the pandemic by providing an online platform and in -person access to educational
professionals and resources for parent and students. In addition, the program will provide mental health
assistance to help students navigate the pandemic's mental and emotional challenges.
Based on the information and documentation provided by the Mayor's Office, the projects proposed by
CFBI are eligibile for the use of ARPA (SLFRF) funds under the Department of Treasury Final Rule,
Expenditure Category 2.25 — (Negative Economic Impacts: Assistance to Households: Addressing
Educational Disparities: Academic, Social, and Emotional Services) and Expenditure Category 2.32 —
(Negative Economic Impacts: Assistance to Households: Assistance to Small Businesses: Business
Incubators and Start -Up or Expansion Assistance). Under the SLFRF program, funds must be used for
costs incurred on or after March 3, 2021. Further, funds must be obligated by December 31, 2024, and
expended by December 31, 2026. This time period, during which recipients can expend SLFRF funds, is
the "period of performance". For considerations and requirements details go to the Project Analysis, here
attached.
The ARPA (SLFRF) funds, in the amount of $500,000, will be allocated to the Subrecipient. The funds will
be used to offer the above mentioned programs.
RECOMMENDATION
In light of the above stated, approval of a waiver of the formal requirements of competatitve sealed bidding
methods as not being practicable or advantageous to the City as set forth in the City Code of Ordinances,
as amended, specifically Section 18-85 (A), and the affirmation of these written findings and the forwarding
of the same to the City Commission for ratification by a fourth -fifths vote is respectfully requested.
