HomeMy WebLinkAboutO-10930J-91-806 10/3/91 ORDINANCE NO. 10930 AN ORDINANCE AMENDING SECTIONS 1, 21 AND 6 OF ORDINANCE NO. 10794, THE ANNUAL APPROPRIATIONS ORDINANCE FOR FISCAL YEAR ENDING SEPTEMBER 30, 1991 SEPTEMBER 27, 1990, AS AMENDED OPTED THE PURPOSE OF IMPLEMENTING BUDGETARY ADJUSTMENTS TO COMPLY WITH GENERALLY ACCEPTED ACCOUNTING PRINCIPLES AS OUTLINED BY THE CITY'S EXTERNAL AUDITORS; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the City Commission adopted Ordinance No. 10794 the Annual Appropriations Ordinance on September 27, 1990, establishing revenues and appropriations for the City of Miami, Florida, for Fiscal Year ending September 30, 1991; and WHEREAS, amendatory adjustments to the FY'91 Appropriations Ordinance are required as a result of the following events taking place during FY'91z salary increases; Special Election held on September 3, 1991; overtime and other related costs associated with the civil disturbance; increased rent and leasing expenditures; full funding for 17 additional firefighter Positions approved by the City Commission at its September 27,,. 1990 City Commission Meeting; higher transfer fees of $6 per ton charged by Metropolitan Dade County; higher electricity costs to operate the North and South Police Substations; and WHEREAS, revenues to support these required budgetary adjustments are available from delinquent taxes ($3,350,000), cumulative indirect cost rate applied to Community Development Block Grant revenues ($21000,000), Community Redevelopment Revenue Bonds ($750,000), Utility Services taxes ($1,313,000); and 10930 WHEREAS, these additional revenue sources are offset by reductions in State Revenue Sharing ($550,000), half cent sales tax ($1,100,000) and Local Option gas tax ($400,000); and WHEREAS, the OMNI Tax Increment District Trust Fund has unspent monies in the amount of $799,888, and said monies will be transferred to the General Fund; and WHEREAS, the Special Obligation Debt Service Bond fund has an accumulated cash balance of $867,409 of which $458,947 is additional telephone franchise revenues and the balance after debt service payments will be transferred to the General Fund; and WHEREAS, funding appropriated during FY'91 from the Capital Improvement Program in the amount of $1,500,000 is listed for accounting transfer purposes as follows: Interest earned on Sunshine State Financing Committee revenues ($750,000) interest earned prior to 1986 on General Obligation Bonds ($250,000), and Land Exchange agreement with Metropolitan Dade County ($500,000); and WHEREAS, other cash and fund balances in other funds as necessary will be transferred to the General Fund as required; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Sections 1, 2, and 6 of Ordinance No. 10794, adopted September 27, 1990, the Annual Appropriations Ordinance for the Fiscal Year ending September 30, 1991, is hereby amended in the following particulars: Words and/or figures stricken through shall be deleted. The purpose of the herein budgetary adjustments to various funds is to comply with generally accepted accounting principles as outlined by the City's external auditors. Section 3. All ordinances or parts of ordinances insofar as they are in conflict with provisions of this Ordinance are hereby repealed. Section 4. If any section, part of sections, paragraph, clause, phrase or word of this ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. Section 5.
