HomeMy WebLinkAboutR-91-0838• r J-91-865 11/5/91 RESOLUTION NO.' ` z� A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE APPROPRIATE DOCUMENTS ACCEPTING A RENTAL REHABILITATION PROGRAM GRANT FOR FISCAL, YEAR 1991 IN THE AMOUNT OF $316,000 FROM THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD) FOR THE PURPOSE OF INCREASING THE SUPPLY OF STANDARD HOUSING AFFORDABLE TO LOWER INCOME FAMILIES IN THE CITY. WHEREAS, Section 17 of the United States Housing Act of 1937 establishes a program known as the Rental Rehabilitation Program; and WHEREAS, said program's primary objective is to increase the supply of affordable, standard housing for lower income families; and WHEREAS, the City of Miami is experiencing a severe shortage of rental housing affordable to lower income families; and WHEREAS, the U.S. Department of Housing and Urban Development has allocated $316,000 of Rental Rehabilitation Program Grant funds to the City of Miami for Fiscal Year 1991; and WHEREAS, a Rental Rehabilitation Program description was submitted to the U.S. Department of Housing and Urban Development on June 24, 1991, and thereafter approved; and OF NOV 14 1991 IMFOLUT10N WHEREAS, said $316,000 of federal assistance will be used to finance the rehabilitation of substandard multifamily rental housing units located in the City's Community Development Target Areas in an effort to increase the supply of standard housing affordable to lower income families; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Manager is hereby authorized to execute appropriate documents accepting a $316,000 Rental Rehabilitation Program Grant for Fiscal Year 1991 from the U.S. Department of Housing and Urban Development. Section 3. Said Grant shall be used for purposes of increasing the supply of affordable, standard housing available to lower income families in the City of Miami. Section 4. Odio City Manager RECOMMENDATION; DATE Nu�r1 - 5 i991 SUBJECT Resolution Accepting FY 1991 Rental Rehabilitation Grant Program Funds REDERPJCES City Commission Agenda ENCLOSURES Item November 14, 1991 It is respectfully recommended that the City Commission approve the attached resolution authorizing the City Manager to accept a Rental Rehabilitation Program Grant for Fiscal Year 1991 in the amount of $316,000 from the U.S. Department of Housing and Urban Development, for the purpose of increasing the supply of affordable, standard rental housing for lower income families in the City of Miami. BACKGROUND: The Department of Development and Housing Conservation recommends that the City Commission approve the attached resolution authorizing the City Manager to accept a Rental Rehabilitation Program Grant for Fiscal Year 1991 in the amount of $316,000 from the U.S. Department of Housing and Urban Development, for the purpose of increasing the supply of affordable, standard rental housing for lower income families in the City of Miami. The Rental Rehabilitation Program provides rental rehabilitation grants to units of local government to assist in financing the cost of the rehabilitation of privately owned rental housing developments. Through the Program, financial assistance is made available to owners of multifamily apartment buildings located in the City's Community Development Target Areas. In an attempt to insure the availability of these units to lower income families, the Program requires that the dwelling units to be rehabilitated be occupied principally by lower income families. Since 1984, approximately $6,007,902 in Rental Rehabilitation Grant Program funds has been used to leverage approximately $2,968,758 in private funds or equity financing, to finance the rehabilitation of over 1,210 multifaily rental housing units in the City. This obligation is, of course, subject to your execution of the Grant Agreement, documentation of the appropriate environmental reviews required at 24 CFR 58.35(a)(4) and (b), and compliance with other applicable requirements for use of the funds. Attached This Grant Agreement is made by and between the Department of Housing and Urban Development (HUD) and the City of Miami, Florida (the Grantee) pursuant to the authority of Section 17 of the United States Housing Act of 1937 (42USC 1437o). The Grantee's approved Program Description and the HUD regulations at 24 M Part 511 (as now in effect and as may be amended from time to time), which are incorporated by reference, and any special conditions which are hereto attached, consti- tute part of this Agreement. In reliance upon and in consideration of the mutual representations and obligations hereunder, HUD and the Grantee agree as follows: 1. Subject to the provisions of this Grant Agreement, HUD will make the funding assistance, for Fiscal Year specified, available to the Grantee upon execution of the Agreement by the parties. 2. The obligation and utilization of the funding assistance pro vided is subject to the requirements of the regulations and any speck" conditions, including the requirement for a release of funds by HUTI under the Environmental Review Procedures at 24 CFR Part 58 for an% activities requiring such release. 3. HUD's payment of funds under this Grant is also subject to the Grantee's compliance with HUD's electronic funds transfer and info! mation reporting procedures issued pursuant to 24 CFR Part 511.75. 4.
