RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO
ACCEPT A GRANT FROM THE SOUTH FLORIDA
EMPLOYMENT AND TRAINING CONSORTIUM (SFETC) IN
THE AMOUNT OF $13,000 TO OPERATE A STAY -IN -
SCHOOL PROGRAM UNDER JTPA TITLE II -A;
FURTHER AUTHORIZING THE CITY MANAGER TO ENTER
INTO AN AGREEMENT, IN A FORM ACCEPTABLE TO
THE CITY ATTORNEY, WITH THE SFETC FOR SAID
PURPOSE.
WHEREAS, the Department of Community Development has
submitted a grant proposal in the amount of approximately $13,000
to the South Florida Employment and Training Consortium (SFETC)
to operate a Stay -In -School Program with JTPA Title II -A Funds;
and
WHEREAS, said program will provide services to 71 students
at Miami Edison Senior High School who are at -risk of dropping
out of school;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The City Manager is hereby authorized to accept
a grant from the South Florida Employment and Training Consortium
(SFETC) to operate'a Stay -In -School Program with JTPA Title II -A
Funds.

Section 3. The City Manager is hereby authorized to enter
into an agreement, in a form acceptable to the City Attorney,
with the SFETC for said purpose, subject to the conditions and
limitations contained herein and in the City Code.
Section 4. This Resolution shall become effective
immediately upon its adoption.

It is respect ful.l.y recommended that the City Commission adopt the
attached resolution which authorizes the City Manager to accept a
grant from the South Florida Employment and Training Consortium in
the amount of $13, 000 JTPA Title II -A Funds and further authorizes
the City Manager to execute an agreement with the South F.l.roida
Employment and Training Consortium for this purpose.
BACKGROUND:
The Department of Community Development has prepared the proposed
legislation to accept a grant from the South Florida Employment and
Training Consortium to operate a Stay -In -School (SIS) program with a
grant of approximately $13, 000 from the Department of Labor thropugh
the South Florida Employment and Training Consortium.
This program is an adjunct of the Summer Youth Employment and
Training Program (SYETP) and will operate from November 1, 1991
through March 30, 1991. It is anticipate that SYETP funding will
continue the program through September 30, 1992.
The City has been awarded this grant to provide counseling to 71 at
risk youth attending Miami Edison Senior High School. The City of
Miami has operated a Summer. Youth Employment and Training Program
since 1976. The SIS provides the City an opportunity to maintain a
year round program specifically directed to youth.
The proposed resolution authorizes the City Manager to accept the
grant award and enter into the necessary contract with the SFETC.
This is a companion item to a proposed ordinance which establishes a
new Special. Revenue Fund entitled "Stay -In -School. (FY'91) .
