RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO
ACCEPT A GRANT FROM THE SOUTH FLORIDA
EMPLOYMENT AND TRAINING CONSORTIUM (SFETC) IN
THE AMOUNT OF $509,510 OF TITLE II -A JTPA
FUNDS TO OPERATE THE NEIGHBORHOOD JOBS
PROGRAM AND ALSO TO ACCEPT A GRANT FROM THE
(SFETC) IN THE AMOUNT OF $1.21,335 OF TITLE
III JTPA FUNDS TO OPERATE A JOBS PROGRAM FOR
DISLOCATED WORKERS; FURTHER AUTHORIZING THE
CITY MANAGER TO ENTER INTO THE NECESSARY
AGREEMENTS, IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, WITH THE SOUTH FLORIDA EMPLOYMENT
AND TRAINING CONSORTIUM.
WHEREAS, the South Florida Employment and Training
Consortium has awarded the City of Miami $509,510 from JTPA Title
II -A funds to provide services to the general population, ex -
offenders and recipients of aid for dependent children; and
WHEREAS, the South Florida Employment and Training
Consortium has awarded the City of Miami $121,335 under JTPA
Title III to provide employment related services to dislocated
workers;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.

Section 2. The City Manager is hereby authorized to accept
a grant from the South Florida Employment and Training Consortium
in the amount of $509,510 of Title II -A JTPA funds to operate the
Neighborhood Jobs Program.
Section 3. The City Manager is hereby authorized to accept
a grant from the South Florida Employment and Training Consortium
in the amount of $121,335 of Title III JTPA funds to operate a
jobs program for dislocated workers.
Section 4. The City Manager is hereby authorized to enter
into agreement, in a form acceptable to the City Attorney, with
the South Florida Employment and Training Consortium for the
aforementioned JTPA Title II -A grant, subject to the conditions
and limitations contained herein and in the City Code.
Section 5. The City Manager is hereby authorized to enter
into agreement, in a form acceptable to the City Attorney, with
the South Florida Employment and Training Consortium for the
aforementioned JTPA Title III grant, subject to the conditions
and limitations contained herein and in the City Code.
Section 6. This Resolution shall become effective
immediately upon its adoption.

it is respectfully recommended that the City Commission adopt the
attached resolution which authorizes the City Manager to accept a
grant from the South Florida Employment and Training Consortium
in the amount of $509, 510 JTPA Title II -A Funds and a grant in
the amount of. $121 , 335 of. JTPA Title III Funds and further
authorizes the City Manager to execute agreements with the South
Florida Employment and Training Consortium.
BACKGROUND:
The Department of Community Development
has prepared the proposed
legislation
to accept
two grants
from the South Florida
Employment
and Training
Consortium to prov id e employment and
training services. Both
grants are funded by the Department of
Labor and
will. operate
from the
Department of Community
Development,
Neighborhood
Jobs Programs
Section.
The City has been awarded $509, 510 of JTPA Title II -A to assist
the general population and $121,335 of JTPA Title III funds to
provide assistance to dislocated workers.
Adoption of the proposed legislation authorizes the City Manager
to accept the aforementioned grant awards and enter into
agreement with the South Florida Employment and Training
_ Consortium for that purpose. This legislation is a companion
item to a proposed ordinance which establishes two (2) special.
revenue funds and appropriates funds for these grants.
