RESOLUTION NO.
A RESOLUTION AMENDING RESOLUTION NO. 91-512,
ADOPTED JULY 11, 1991, BY INCREASING THE
ALLOCATION OF SEVENTEENTH YEAR COMMUNITY
DEVELOPMENT BLOCK GRANT FUNDS PREVIOUSLY
APPROPRIATED BY ORDINANCE NO. 10885, ADOPTED
MAY 9, 1991, TO PREVIOUSLY NAMED SOCIAL
SERVICE AGENCIES BY $143,338 THEREBY
INCREASING THE TOTAL SEVENTEENTH YEAR
COMMUNITY DEVELOPMENT BLOCK GRANT ALLOCATIONS
FOR APPROVED SOCIAL SERVICE PROJECTS FROM
$1,743,032 TO $1,886,370; FURTHER AUTHORIZING
THE CITY MANAGER TO EXECUTE AGREEMENTS IN A
FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH
SAID AGENCIES FOR SAID PROJECTS.
WHEREAS, the City Commission adopted Resolution No. 91-512
on July 11, 1991, which allocated $1,743,032 to previously
approved social service agencies; and
WHEREAS, funding for agencies providing day care services
were allocated for a four (4) month period pending the allocation
of funds for day care by the State of Florida through the Child
Care Development Block Grant; and
WHEREAS, said Child Care Development Block Grant Funds are
not available to assist City supported child care facilities at
this time;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. Section 2 of Resolution 91-512, adopted July 11,
1991, is hereby amended in the following particulars: 1/
"Section 2. $I,g43, $1,886,370 Of Seventeenth Year
Community Development Block Grant Funds, previously
appropriated by Ordinance No. 10885, adopted May 9,
1991, are hereby allocated as specified below:

agreements, in a form acceptable to the City Attorney, with the
aforementioned agencies to implement their respective social

Section 3. This Resolution shall become effective
immediately upon its adoption.

It is respectfully recommended that the City Commission adopt the
attached resolution which amends Resolution 91-512 by increasing the
allocation of 17th Year Community Development Block Grant Funds to
previously named social service agencies by $143,338; thereby
increasing the total. 17th Year Community Development Block Grant
Funds to social. service agencies from $1, 743, 032 to $1, 886, 370, and
further authorizes the City Manager to execute agreements with the
agencies in a form acceptable to the City Attorney.
BACKGROUND:
The Department of Community Development has drafted legislation to
finalize the allocation of 17th Year. Community Development Block
Grant Funds to social services agencies providing child care services
to City residents. This legislation increases the allocations to
child care agencies by $143, 338, an increase which restores funding
levels for City supported day care facilities to 1990-91 levels.
At its meeting of July 11, 1991, the City Commission adopted
Resolution 91-512 which approved the allocation of $1, 743, 032 to
private non profit agencies providing social services to City
residents. This allocation included the funding of child care
programs for a four. (4) month period with the hope that these
agencies would be able to attract funding from the State of Florida
through the new Child Care Development Block Grant.
At this time, the State has not allocated monies from the Child Care
Block Grant and the expectation is that funds will not be distributed
until some time in 1992. Therefore, City funded child care agencies
will not have an opportunity to compete for these funds during this
funding period.
The proposed legislation restores the following child care agencies
to 1990-91 City funding levels:
Catholic Community Services: Centro Mater $ 62,976
Catholic Community Services: Little Havana Child Care $ 47,682
Catholic Community Services: Notre Dame Day Care $ 18,893

The proposed resolution amends Resolution 91-512 provides by
