C �Y A RESOLUTION ACCEPTING A GRANT IN THE AMOUNT OF $97,882.03 FROM THE U.S. DEPARTMENT OF INTERIOR, NATIONAL PARK SERVICE THROUGH THE _ FLORIDA DEPARTMENT OF NATURAL RESOURCES UNDER ' THE LAND AND WATER CONSERVATION FUND PROGRAM FOR IMPROVEMENTS TO LUMMUS PARK, LOCATED AT 404 NORTHWEST THIRD STREET, MIAMI, FLORIDA; AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY DOCUMENT(S), IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR THIS PURPOSE. WHEREAS, in December 1990, the Department of Parks and Recreation submitted an application to the Florida Department of Natural Resources (DNR) seeking grant funds under the federal Land and Water Conservation Fund Program for improvements to Lummus Park; and WHEREAS, said program, administered by DNR, provides U.S. Department of the Interior monies to local governments and il,,,,-airipalities for park acquisition, development and redevelopment; and WHEREAS, the Lummus Park Redevelopment project, as proposed in the grant application, will include the construction of picnic areas (tables and shelters), a playstructure, and an activity plaza, as well as landscaping; and WHEREAS, the Administration was notified by DNR on September 23, 1991 that due to the withdrawal of other applicants, the City was now eligible for a grant award; and CITY CO- 11MMISION MEEV'?O OF . N O V 14 1991 MOLUTIOR No. WHEREAS, after giving notice to the Mayor and Commission, the City Manager sent conditional acceptance of these funds; and WHEREAS, the total grant project will amount to $195,764.06 consisting of $97,882.03 in federal/state grant monies, and an - equal amount as the required local match, which is already appropriated under the City's Capital Improvement Program as Project #331042 "Lummus Park Redevelopment"; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. A grant in the amount of $97,882.03 is hereby accepted from the U.S. Department of Interior, National Park Service through the Florida Department of Natural Resources for improvements to Lummus Park, located at 404 Northwest Third Street, Miami, Florida, under the Land and Water Conservation Fund Program. Section 3. The City Manager is hereby authorized to execute the necessary documents, in a form acceptable to the City Attorney, and subject to compliance with applicable City Charter and Code provisions, for this purpose. Section 4. Odio City Manager _. r Lr jg91 SUB -'EC' Resolution to Accept Grant for Lummus Park Redevelopment/Land & dater Conservation Fund 4E__ERFr,I Erv%LOSIIPES - Recommendation It is respectfully recommended that the City Commission adopt the attached resolution accepting a grant in the amount of $97,822 from the National Park Service through Florida Department of Natural Resources (DNR) for improvements to Lummus Park under the Land and Water Conservation Fund Program. The legislation would also authorize the City Manager to execute the necessary documents for this purpose. Background The Department of Parks and Recreation submitted a grant application to DNR in December of 1990 seeking federal. Land and Water Conservation Fund monies for improvements to Lummus Park. This program provides U.S. Department of Interior funds to local governments for park acquisition and development, with emphasis on passive, waterfront recreational facilities. Initially, our application was not awarded a grant, however, we received notice in September 1991 that due to the withdrawal of other applicants, the City was eligible for a grant of $97,822.03. The required local match, in an amount equal to the federal/state monies, were previously appropriated in the Capital Improvement Program under Project No. 331042 "Lummus Park Redevelopment". Preliminary plans for the grant -funded portion of the project include the construction of picnic areas (tables and shelters), a playstructure, and an activity plaza with game tables, as well as landscaping. In order to assure DNR that the City was still interested in receiving the grant, a letter of conditional acceptance was sent by the City Manager on October 4, 1991 upon notification to the Mayor and Commission. Odi u City Manager DATE: October 4, 1991 NEE SUMECT : Grant Award from State DNR for Lummus Park nErE11ENCES : ENGLOSUnE$: The Department of Parks and Recreation has been notified by the Florida Department of Natural Resources (DNR) that due to the withdrawal of applications from other grantees, a grant has been awarded to the City under the 1990-91 Land and Water Conservation Fund program. A copy of DNR's notification of -award is attached. The grant will provide an additional $97,882 in state monies for the rehabilitation of Lummus Park,' pursuant to the grant application submitted in December 1990. In order to proceed with the preparation of the grant agreement, DNR has asked that tke City provide written confirmation of its acceptance of these funds by October 7, 1991. Knowing that City regulations only allow acceptance of grants upon the approval of the City Commission, DNR has indicated that such conditional acceptance from the City Manager would be sufficient at this time. Accordingly, we have sent the attached letter to DNR which accepts this grant subject to your final authorization. Please be advised that documentation to ratify this action will be submitted for inclusion on the November 4, 1991 Commission Agenda, or the earliest available date. The City of Miami hereby gratefully accepts the grant awarded for the Lummus Park Project under the Fiscal Year 1990-91 Land and Water Conservation Fund program, subject to the final approval of the City of Miami Commission. We understand that the amount of the grant is $97,882.03, and with an equal amount already appropriated by the City, the total grant funded project is $195,764.06. The assistance of the State is invaluable to the continuation of Miami's vital recreational resources and facilities. We appreciate the support of your Division, and particularly that of Rick Halvorsen who has provided a great deal of help to our staff during grant preparation.
