HomeMy WebLinkAboutR-91-0825J-91-881 11/4/91 RESOLUTION NO.-,5 A RESOLUTION ACCEPTING THE BID OF HIGH TECH DIVING & SAFETY FOR FURNISHING THREE (3) HAZARDOUS MATERIALS DIVE SUITS AND ACCESSORIES FOR THE DEPARTMENT OF POLICE AT A TOTAL PROPOSED COST OF $14,457.00; ALLOCATING FUNDS THEREFOR FROM THE LAW ENFORCEMENT TRUST FUND, PROJECT NO. 690001, ACCOUNT CODE NO. 290974-840; AUTHORIZING THE CITY MANAGER TO INSTRUCT THE CHIEF PROCUREMENT OFFICER TO ISSUE A PURCHASE ORDER FOR THIS EQUIPMENT. WHEREAS, pursuant to public notice, sealed bids were received September 11, 1991 for furnishing three (3) Hazardous Materials Dive Suits and accessories for the Department of Police; and WHEREAS, invitations were mailed to eight (8) potential suppliers and one (1) bid was received; and WHEREAS, funds for this purchase are available from the Law Enforcement Trust Fund, Project No. 690001, Account Code No. 290974-840; and WHEREAS, this equipment will be used by the Marine Patrol Unit for underwater searches for evidence and other purposes; and WHEREAS, because of the amount of toxic wastes and hazardous materials contained in the water, particularly in the Miami River, the divers are encountering increased instances of earaches and other ailments, and as such, this dangerous situation can be eliminated with the use of hazardous materials dive suits; and CITY iv E E AJ •ti, _9 �� NOV 14 1991 1 WHEREAS, the City Manager and the Chief of Police recommend that the bid received from High Tech Diving & Safety be accepted as the only responsible and responsive bid; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The September 11, 1991 bid of High Tech Diving & Safety for furnishing three (3) Hazardous Materials Dive Suits and accessories for the Department of Police at a total proposed cost of $14,457.00 is hereby accepted with funds therefor hereby allocated from the Law Enforcement Trust Fund, Project No. 690001, Account Code No. 290974-840. Section 3. The City Manager is hereby authorized to instruct the Chief Procurement Officer to issue a Purchase Order for this equipment. Section 4. This Resolution shall become effective immediately upon its adoption. Odio t_z ,cES City Manager RECOMMENDATION: It is respectfully recommended that an award be made and a resolution be passed accepting the bid of High Tech Diving, of 182 Purdy Dr., Punta Gorda, Florida, a non -minority vendor, in the amount of $14,457, for the furnishing of hazardous materials dive suits to the Miami Police Department. The funding source will be the City of Miami Law Enforcement Trust Fund, Project No. 690001, Index Code 290974-840. BACKGROUND: The Police Department Marine Patrol Unit is called upon to do underwater searches for evidence and other purposes. Because of the amount of toxic wastes and hazardous materials contained in the water, particularly in the Miami River, the divers are encountering increased instances of earaches and other ailments. This is a dangerous situation which can be eliminated with the use of Hazardous Materials Dive Suits. On August 23, 1991, invitations for sealed bids were sent to prospective vendors. Bids were opened on September 11, 1991, with one (1) vendor submitting a responsive bid. High Tech Diving submitted the only bid and meets the Department's requirements and specifications. Ms. Anne Whittaker was contacted with reference to Minority Participation and she concurs with the Department's recommendation. It is, therefore, recommended that an award of bid be made to High Tech Diving, in the amount of $14,457.
