A RESOLUTION APPROVING, IN PRINCIPLE, A TRADE
FAIR OF ITALIAN GOODS AND SERVICES TO BE HELD
AT THE FLORIDA EAST COAST RAILWAY ("FEC")
TRACT LOCATED ON BISCAYNE BOULEVARD NORTH OF
BAYSIDE DURING THE PERIOD OF AUGUST 15, 1992
THROUGH FEBRUARY 1, 1993; FURTHER AUTHORIZING
AND DIRECTING THE CITY MANAGER TO PREPARE A
REVOCABLE PERMIT, IN A FORM ACCEPTABLE TO THE
CITY ATTORNEY, TO BE ISSUED TO CONSORZIO
ITALIA '94 FOR THE USE OF SAID FEC TRACT; AND
FURTHER PROVIDING THAT SAID REVOCABLE PERMIT
IS SUBJECT TO THE CITY COMMISSION'S FINAL
REVIEW AND APPROVAL.
WHEREAS, the City of Miami and the Downtown Development
Authority have been funding the consulting services of Dr. Mila
Cervone d'Urso primarily to bring an Italian Trade Show to Miami;
and
WHEREAS, two visits were made in 1990 to Miami by
representatives of the Lassio Region in Rome, Italy, whose
objective was to strengthen cultural and economic ties and these
visits resulted in the formation of Consorzio Italia '94, an
Italian organization which will develop a trade fair of Italian
goods and services in the fall of 1992 in downtown Miami; and
WHEREAS, after an extensive review of sites, Consorzio
Italia '94 has requested the use of the FEC Tract located north
of Bayside, Miami, Florida;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The use of the Florida East Coast Railway
("FEC") Tract located on Biscayne Boulevard North of Bayside, to
conduct a trade fair of Italian goods and services by Consorzio
Italia 194 during the period of August 15, 1992 through
February 1, 1993, is hereby approved, in principle.
Section 3. The City Manager is hereby authorized and
directed to prepare a revocable permitl in a form acceptable to
the City Attorney, the terms and conditions thereof to be
advantageous to the City, to be issued to Consorzio Italia 194
for use of the FEC Tract.
Section 4. Issuance of said revocable permit is subject to
the City Commission's final review and approval.
Section 5. This Resolution shall become effective
immediately upon its adoption.
The herein authorization is further subject to compliance
with all requirements that may be imposed by the City
Attorney, including but not limited to those prescribed by
applicable City Charter and Code provisions.

It is respectfully recommended that the City Commission adopt a
resolution approving the request by Consorzio Italia 194 to use
the FEC Tract to conduct a trade fair of Italian goods and
services during the period of August 15, 1992 through February 1,
1993. It is further recommended that the City Manager be
authorized to negotiate terms and conditions advantageous to the
City for the issuance of a Revocable Permit in a form acceptable
to the City Attorney subject to the final approval from the City
Commission.
The Department of Development and Housing Conservation, Property
and Lease Management Division, has prepared a Revocable Permit to
be issued to Consorzio Italia 194 for use of the 19 acre FEC
tract located north of Bayside for a trade fair of Italian Goods
and services to be held in the Fall of 1992.
The City of Miami and the Downtown Development Agency have been
funding the consulting services of Dr. Mila Cervone d'Urso, who
has been working on a program to bring an Italian Trade Show to
Miami. Consorzio Italia 194 is a group formed in Italy which
will develop a trade fair of Italian goods and services in the
Fall of 1992 in downtown Miami. After an extensive review of
sites, Consorzio Italia 194 has requested the use of the 19 acre
FEC tract located north of Bayside. This area will be occupied
by stands, show area, an organizational center and an office and
other services from August 15, 1992 through February 1, 1993 to
accommodate the fair.
It is recommended that approval be given for the City Manager to
negotiate terms and conditions advantageous to the City for the
issuance of a Revocable Permit to Consorzio Italia 194, in a form
acceptable to the City Attorney, for use of the FEC Tract subject
to and contingent upon final approval and authorization for
execution by the City Commission.
