RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO
ENGAGE THE SERVICES OF FESTIVAL, FLOATS INC.,
FOR THE CONSTRUCTION OF AN ANTI -DRUG AND
CRIME PREVENTION PARADE FLOAT FOR THE
UPCOMING HOLIDAY SEASON, AND ALLOCATING FUNDS
THEREFOR, IN AN AMOUNT NOT TO EXCEED $33,000,
FROM THE LAW ENFORCEMENT TRUST FUND, PROJECT
NO. 690001, SUCH COSTS HAVING BEEN APPROVED
BY THE CHIEF OF POLICE.
WHEREAS, Florida State Statute 932.704(3)(a), as amended,
authorizes the expenditure of forfeiture proceeds for law
enforcement purposes not considered normal operating expenses;
and
WHEREAS, the Miami Police Department's Community Relations
Section, in an effort to provide a highly visible anti -drug and
crime prevention message to the public for the upcoming holiday
season, requests funds for the construction of an Anti -Drug and
Crime Prevention parade float; and
WHEREAS, funds to cover the necessary expenses required for
the construction of the parade float have not been included in
the Police Department's normal operating budget; and
WHEREAS, the Chief of Police has recommended adoption of
this Resolution and has determined that the expenditure proposed
complies with Florida State Statute 932.704, as amended; and

WHEREAS, funds to cover the necessary expenses required for
the construction of the parade float are available in the City of
Miami Law Enforcement Trust Fund;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby approved by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The City Manager is hereby authorized to engage
the services of Festival Floats, Inc., for the construction of an
anti -drug and crime prevention parade float for the upcoming
holiday season, with funds therefor, in an amount not to exceed
$33,000, being hereby allocated from the Law Enforcement Trust
Fund, Project No. 690001, Index Code 290904-996, such costs
having been approved by the Chief of Police.
Section 3. This Resolution shall become effective
immediately upon its adoption.

It is respectfully requested that the City Commission adopt the
attached resolution authorizing the funding of the Miami Police
Department Anti -Drug and Crime Prevention Parade Float, in an
amount not to exceed $33,000, from the City of Miami Law
Enforcement Trust Fund.
BACKGROUND:
The Miami Police Department, in an effort to enhance the
Department's image, while providing a highly visible anti -drug
and crime prevention message, has sponsored a float in the last
two King Orange parades. These floats have been highly
successful in presenting the Department's message as well as
improving community perception.
This year's float design will feature the "Do The Right Thing"
Program and will spotlight the student recipients as well as the
officers involved in the program. By prominently displaying
those individuals who have been rewarded for appropriate social
behavior the Department hopes to encourage youth to aspire to
achieve this type of recognition.
It is therefore, recommended that the Resolution authorizing the
funding of an Anti -Drug and Crime Prevention Parade Float, in an
amount not to exceed $33,000, be adopted. The funding source is
the Law Enforcement Trust Fund, Project Code No. 690001, Index
Code 290904-996.
