A RESOLUTION OF THE MIAMI CITY COMMISSION
EXPRESSING ITS SUPPORT OF THE CREATION OF THE
DADE ALLIANCE WHICH WILL STUDY AND PLAN

CONSTRUCTION, THE CHAIRPERSONS OF THE PUBLIC

COMMERCE AND THE UNITED WAY AND THE DISTRICT
DIRECTOR OF HUMAN REHABILITATION SERVICES
(HRS), AND/OR THEIR DESIGNEES; FURTHER
DIRECTING THE CITY CLERK TO TRANSMIT A COPY
OF THIS RESOLUTION TO THE HEREIN NAMED
OFFICIALS.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The Miami City Commission hereby expresses
its support of the creation of the Dade Alliance which will study
and plan health and human service needs throughout Dade County,
said Alliance to include as members: the County Manager, Miami
City Manager, Superintendent of Public Construction, the
Chairpersons of the Public Health Trust, Greater Miami Chamber of
Commerce and the United Way and the District Director of Human
Rehabilitation Services (HRS), and/or their designees.

Section 2. The City Clerk is hereby directed to transmit
a copy of this Resolution to County Manager Joaquin Aquino and
Dade State Attorney Janet Reno.
Section 3. This Resolution shall become effective
immediately upon its adoption.
PASSED AND ADOPTED this 14th day of November 1991.

It is respectfully recommended that the City Commission endorse
the concept of a "Dade Alliance" with other participating juris-
dictions to coordinate the health and human services needs of
this community.
BACKGROUND
For the past several months, I have been meeting with the execu-
tives of Metropolitan Dade County, the School Board, the State of
Florida, United Way, Public Health Trust, and the State Attorney
to design a mechanism to cooperatively address the health and
human service needs of this community. The group has formulated
the attached concept for a "Dade Alliance" and is presenting it
to each of the appropriate jurisdictions for endorsement.

"DARE ALLIANCE"
Since the spring of this year, the chief operating officers of
the County, School Board, City of Miami, United Way, and State of
Florida (HRS) along with the State Attorney, the judiciary, and
the Greater Miami Chamber, have been meeting to promulgate a
coordinated planning effort that would address both the health
and human services needs of this community. This coalition of
individuals has successfully formulated the general concept of
the "Dade Alliance" and are simultaneously presenting it to each
of the respective governing bodies for concurrence.
Recognizing the interrelationship of health and human service
needs, it is anticipated that the "Dade Alliance," through
inventory, community involvement, analysis, and advocacy will
build a consensus for the effective use of all human and fiscal
resources available to meet the dynamic and changing health and
social service needs of the community at the client level.

Through the establishment of two standing committees (research/
planning and citizen involvement), the "Dade Alliance" will reach
into the community to involve all service providers, universi-
ties, consumers, planning organizations, advocacy groups,
research groups, and neighborhood groups.
