cityr, Commission approved D.O.S.P. funding for the arena Parking Program which
included funding for my .property. (January.1988)
By Vabruary. 17, 1988, certain actions by D.O.S.P.► which have been questioned
as to their legality, cause me to lose the deal I had with the City.
On December 7, 1990, questionable actions by D.O.S.P. officials placed an undue
burden on me in regard to my bid. I, nevertheless, continued with the additional
demand of $50,000 option money payable to D.O.S.P.
Because ofthis and the recent circumstances relating to the Arena, Miami Heat
and the area, I have found it impossible to perform.

24� The Executive birectorl aced that during the Januar, "
1913$ meeting$ the City t ummission approved the Department
l"ive Year Strategic and Financial Operations 'Plan.
Included in the plan was the authorization for the
bepartmont to spend $1.5 million fat the Arena Parking
Program. This money will be financed though a local bank.
These funds will allow for design and construction of
perking on the four City blocks and the Aries and Alicino
propartipst:as well as refurbishment and redesign of other
parking:lots. Mrs'. Smith made a motion approving the $1.5
million financing. -for the components of the Arena Parking
Program.,, Upon being soconded by Mr. Hertz thi% motion was
unanimously approved.
Assistant City Manager' Herb Bailey was in attendance
regarding concerns related to the Arena Parking Program.
He stated that the latest proposal submitted to "Heat"
representative.Joel Arnold was not acceptably to him.
Mr. Goldfarb stated that the Department of Off -Street
Parking transmitted a draft letter to Joel Arnold on
