ON SUNDAY, NOVEMBER 17, 1991; AUTHORIZING THE CLOSURE OF DESIGNATED STREETS TO THROUGH VEHICULAR TRAFFIC SUBJECT TO THE ISSUANCE OF PERMITS BY THE DEPARTMENTS OF POLICE AND FIRE, RESCUE AND INSPECTION SERVICES; ESTABLISHING AN AREA PROHIBITED TO RETAIL PEDDLERS DURING THE PERIOD OF SAID EVENT; FURTHER WAIVING THE BANNER FEES RELATED TO SAID EVENT; CONDITIONED UPON THE ORGANIZERS PAYING FOR THE NECESSARY COSTS OF CITY SERVICES ASSOCIATED WITH SAID EVENT AND OBTAINING INSURANCE TO PROTECT THE CITY IN THE AMOUNT _ PRESCRIBED BY THE CITY MANAGER OR HIS DESIGNEE. �r BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. In order to effectuate safe passage during the Puerto Rican Cultural Parade to be conducted by the Puerto Rican Cultural Foundation, Inc., the following streets are hereby closed to through vehicular traffic from 11:00 A.M. to 1:00 P.M. on Sunday, November 17, 1991: Northbound Easternmost lane of Biscayne Boulevard from Southeast Second Street to Northeast Fourth Street. Included in the herein closure are all streets, avenues, alleys, ways and thoroughfares which intersect the enumerated areas delineated in this Section. Section 2. Such closing of streets is subject to State approval and issuance of permits by the Departments of Police and Fire, Rescue and Inspection Services. Said permit from the Department of Police is to be issued upon the full. approval. of the Chief of Police after giving all due consideration to the safety and traffic needs of residents, businesses and religious institutions in the area for entering and crossing through said arterials and upon the favorable exercise of the City Manager's judgement predicated upon all. factors set forth herein. Pursuant to the provisions of City Code Section 39-13, all retail. peddlers' occupational_ licenses issued under the provisions of Chapter. 31 of the City Code, as amended, will. not be valid on Sunday, November 17, 1991, during the hours of the event on said closed streets, and on al.1 intersecting streets for two blocks in all directions. Section 4. The banner fees related to said event are hereby waived. Section 5. The herein authorizations are hereby conditioned upon the organizers obtaining insurance to protect the City in the amount prescribed by the City Manager or his designee and upon the organizers paying for all. costs of City services associated with said event. In this regard, we are requesting a personal appearance as soon as possible for the City Corrmission, to request waivers for the street banner permit fee, restriction of retail peddlers and authorization to use Biscayne Boulevard in connection with the 2nd Annual Puerto Rican Cultural Parade, scheduled for Sunday, November 17, 1991. The Parade will begin at 11:00 a.m., from Biscayne Boulevard (near the Intercontinental Hotel) until N.E. 4th Street, returning to Bayfront Park, at which time the Cultural Festival will begin at 1:00 P.M. The Puerto Rican Cultural Foundation is dedicated to developing, sponsoring and promoting cultural events in furtherance of the Puerto Rican and hispanic culture. As you know, the historical Puerto Rican cultural activities are held during the month of November to ccmne l- morate the discovery of Puerto Rico on November 19, 1493. In this respect, last year's (1990) activities met certain difficulties and because of this, the contracted producer (Edna Martinez) is no longer with us. The Puerto Rican Cultural Foundation recognizes the leadership role you have taken with respect to your responsibilities as City Manager.and with regards to the goals of the Foundation.
