HomeMy WebLinkAboutR-91-0353it J-91-373 4/29/91 RESOLUTION NO. �� A RESOLUTION APPROVING THE COMMITMENT OF FUNDS TO THE ASPIRA PROGRAM, AND ALLOCATING FUNDS THEREFOR, IN AN AMOUNT NOT TO EXCEED $15,000, FROM THE LAW ENFORCEMENT TRUST FUND, SUCH COSTS HAVING BEEN APPROVED BY THE CHIEF OF POLICE. WHEREAS, Florida State Statute 932.704(3)(a), as amended, authorizes the expenditure of forfeiture proceeds for law enforcement purposes not considered normal operating expenses; and WHEREAS, the City of Miami Police Department recognizes that much of the crime committed today is perpetrated by repeat offenders; and WHEREAS, the ASPIRA Program attempts to divert individuals with high risk profiles into prevention and intervention services; and WHEREAS, the ASPIRA Program will target youths from the Wynwood area; and WHEREAS, the City of Miami Police Department supports these efforts and has taken an active role in the funding of such programs; and WHEREAS, funds to cover the necessary expenses required for the ASPIRA Program have not been included in the Police Department's normal operating budget; and WHEREAS, the Chief of Police has recommended adoption of this Resolution and has determined that the expenditures proposed comply with Florida State Statute 932.704, as amended; and WHEREAS, funds to cover the necessary expenses required for this program are available in the City of Miami Law Enforcement Trust Fund; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: CITY COMMISSION MEETINO OF MAY 9 1991 J1_- 353 "MMIM t. Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The commitment of funds to the ASPIRA Program is hereby authorized, with funds therefor, in an amount not to exceed $15,000, being hereby allocated from the City of Miami Law Enforcement Trust Fund, Project No. 690001, Index Code 029002- 247, such costs having been approved by the Chief of Police. Odi REFERENCES City Manager 40 ENCLOSURES C__14 APR 2 91991 `1LE Resolution for a Commitment of Funds to the ASPIRA Program It is respectfully recommended that a Resolution authorizing the commitment of funds to the ASPIRA Program, in an amount not to exceed $15,000, from tha Law Enforcement Trust Fund, be approved. The Police Department recognizes that the majority of crime committed today is committed by repeat offenders. Forty percent of first time youth offenders experience a repeat contact with the juvenile justice system. Many of these repeat offenders eventually drop out of high school and continue with a life of crime. ASPIRA offers a program designed to identify youth exhibiting high risk behavior and to divert them into prevention and intervention services. These funds are designated to target the Wynwood area. It is, therefore, recommended that a Resolution authorizing the commitment of funds to the ASPIRA Program, in an amount not to exceed $15,000, be approved.
