RESOLUTION NO. 9 ( _ 3 4.5
A RESOLUTION AUTHORIZING THE CITY MANAGER TO
EXECUTE SEPARATE AGREEMENTS, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, FOR A
ONE-YEAR PERIOD, WITH HAMILTON BANK AND WITH
CAPITAL BANK FOR ESTABLISHING SPECIAL
DEPOSITORY BANK ACCOUNTS.
WHEREAS, the City of Miami has a Minority and Women -owned
Procurement Program to further the goal of increasing the total
annual volume of all procurement expenditures to minority and
women -owned business enterprises, authorizing for a minority and
women -owned business enterprise procurement set -aside for use by
the City Manager as may deem advisable; and
WHEREAS, the City Manager has identified revenue sources to
be deposited in two separate bank accounts when received by the
City and to be subsequently wire -transferred within five (5)
working days into the City's main depository account; and
WHEREAS, the City currently has contracts for special
depository accounts with Minority and Women -owned banks which are
due to expire; and
WHEREAS, proposals were received from five Hispanic -owned
banks; one Black -owned bank and no women -owned banks;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The City Manager is hereby authorized to execute
agreementsi/, in a form acceptable to the City Attorney, for a

one-year period, starting on or about July 1, 1991 for special
depository bank accounts as stated in the Request for Proposals
with banks specified in Sections 2 and 3 of this Resolution.
Section 2. Hamilton Bank, a Hispanic -owned Bank, is
designated for the Community Development grant Expenditures
Account.
Section 3. Capital Bank, a Hispanic -owned bank, is
designated for the Half Cent Sales Tax Account since no proposals
were received from women -owned banks and this bank has the
highest percentage of female shareholders and executive among the
proposing banks not selected for another account.
Section 4. This Resolution shall become effective
immediately upon its adoption.

RECOMMENDATION:
It is respectfully recommended that the attached resolution
authorizing the City Manager to execute agreements in a form
acceptable to the City Attorney, for a two year period with
Peoples National Bank of Commerce, Hamilton Bank, and Capital
Bank for establishing special depository bank accounts, be
adopted.
BACKGROUND:
Since 1987 the City has had a set -aside program for minority
banks. The program intends to place a separate bank account with
each of the three groups covered by the City's Minority and Women
Business Affairs and Procurement Program, blacks, Hispanics and

women.
The City -received six proposals to the RFP previously approved by
the C».y Commission. Of these proposals one was from a black
bank, Peoples Bank, and five were received from the following
Hispanic banks:
Capital Bank
Gulf Bank
Hamilton Bank
Hemisphere Bank
Transatlantic Bank
A selection committee was appointed by the City Commission as
follows

The selection committee's recommendations are as follows:
The State Revenue Sharing account to be maintained with
Peoples National Bank of Commerce.
The Community Development Block Grant account to be
established with a Hispanic bank. The committee's choice for
the two Hispanic banks more responsive to the RFP requirements
are:
First Choice: Hamilton Bank
Second Choice: Capital Bank
Since no proposals were received from women -owned banks, the
Committee recommends that the Half Cent Sales Tax account be
established with a proposing bank not previously selected for
another account that has the highest ratio of women
shareholders and managers:
First Choice: Capital Bank
