'3 4 1 A RESOLUTION, WITH ATTACHMENT(S), AUTHORIZING THE CITY MANAGER TO EXECUTE AN AMENDMENT TO AN EXISTING AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM, BETWEEN THE CITY OF MIAMI AND THE WYNWOOD COMMUNITY ECONOMIC DEVELOPMENT CORPORATION, INC., RELATING TO SAID ORGANIZATION'S NEIGHBORHOOD ECONOMIC DEVELOPMENT PROGRAM FOR THE PERIOD FROM JANUARY 1, 1991 TO JUNE 30, 1991, BY PROVIDING AN ADDITIONAL AMOUNT NOT TO EXCEED $25,000 TO THE WYNWOOD COMMUNITY ECONOMIC DEVELOPMENT CORPORATION, INC., FOR THE ACCOMPLISHMENT OF ITS ADMINISTRATIVE AND PROGRAMMATIC OBJECTIVES, WITH FUNDS THEREFOR BEING ALLOCATED FROM SIXTEENTH (16TH) YEAR COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS. WHEREAS, the City Commission is committed to economic development and the expansion of trade and commerce; and WHEREAS, the promotion of economic revitalization in the neighborhoods of the City of Miami is an important part of the City's economic development strategy; and WHEREAS, Wynwood Community Economic Development Corporation, Inc. has improved its work performance during the six (6) month probationary period from July 1, 1990 to December 31, 1990; and WHEREAS, the City Commission is desirous of continuing the neighborhood economic development program of this organization and funds are available from Sixteenth (16th) Year Community Development Block Grant for such purpose; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Manager is hereby authorized to amend the existing agreement, in substantially the attached form, t�TTACHMEN S C 0 1"N'T AIIhIEV CITY COM SION MAY 9 1991 341 ".Vn= - between the City of Miami and the Wynwood Community Economic Development Corporation, Inc., relating to said organization's neighborhood economic development program for the period from January 1, 1991 to June 30, 1991, by providing an additional amount not to exceed $25,000 to the Wynwood Community Economic Development Corporation, Inc., for the accomplishment of its administratve and programmatic objectives, with funds therefor hereby allocated from Sixteenth (16th) Year Community Development Block Grant Funds. Section 3. This Resolution shall become effective immediately upon its adoption. (WCEDC) An Amendment to the Agreement dated , 19 between the City of Miami, hereinafter referred to as the "CITY" and Wynwood Community Economic Development Corporation, Inc. (WCEDC) hereinafter referred to as the "CONTRACTOR". i WHEREAS, the City Commission passed Resolution No. 90-569 on July 26, 1990 for the provision of services for economic i development; and WHEREAS, the CONTRACTOR was funded for a probationary period of six (6) months retroactive from July 1, 1990 to December 31, 1990; and WHEREAS, additional funding and contract extension for the CONTRACTOR is subject to a satisfactory compliance with its current agreement; and WHEREAS, it has been determined that the CONTRACTOR has improved its performance. THEREFORE, IN MUTUAL CONSIDERATION OF THE COVENANTS MADE herein and in the Agreement of which this is an Amendment, the parties hereto understand and agree as follows: Section 1. That Article II, Section 2.1 of this Agreement between the parties above stated, is hereby amended to extend the expiration date from January 1, 1991 to June 30, 1991. Section 2. That the CITY provide an additional $25,000 in administrative and programmatic funding for the purpose of assisting the CONTRACTOR in continuing its economic development program, from the Sixteenth (16th) Year Community Development Block Grant Program. -4� 9 -0 - 5- CA) 341 Section 3. It is respectfully recommended that the City Commission adopt the attached resolution authorizing the execution of an amendment, in substantially the form attached hereto, to the Sixteenth (16th) Year Community Based Organization agreement between Wynwood 4' Community Economic Development Corporation, Inc. (WCEDC) and the City of Miami for the purpose of extending the contract period another six (6) months to June 30, 1991 and providing an additional $25,000 from the Sixteenth (16th) Year Community Development Block Grant Funds. BACKGROUND: The Department of Community Development has analyzed the need to execute the attached amendment to the existing City Agreement with WCEDC. On June 14, 1990, the City Commission passed Resolution No. 90- 415 authorizing the City Manager to enter into agreements with ten (10) neighborhood economic development Community Based Organizations (CBOs). Eight (8) were to be funded for a one year period at $50,000 each. Two of the ten (10) CBO's were to be funded at a level of $25,000 for a six (6) month period on a probationary status. Wynwood Community Economic Development Corporation, Inc. (WCEDC) and Martin Luther King Economic Development Corporation, Inc. (MLKEDC) are the two (2) agencies currently under contract on probation. The probationary status of six (6) months from July 1, to December 31, 1990 was recommended based on WCEDC's administrative noncompliance.
