A RESOLUTION AUTHORIZING THE PURCHASE OF 7000
TONS OF LIMEROCK NEEDED FOR ADDITIONAL
CONSTRUCTION OF THE VIRGINIA KEY YARD WASTE
COMPOSTING SITE FROM SUNSHINE TRUCKING INC.,
UNDER EXISTING DADE COUNTY BID NO. 1168-8-91
AT A TOTAL PROPOSED COST NOT TO EXCEED
$30,000.00; ALLOCATING FUNDS THEREFOR FROM
THE 1990-91 SOLID WASTE REDUCTION: RECYCLING
AND EDUCATION SPECIAL REVENUE GRANT FUND,
PROJECT NO. 197003, ACCOUNT NO. 320306-750;
AUTHORIZING THE CITY MANAGER TO INSTRUCT THE
CHIEF PROCUREMENT OFFICER TO ISSUE A PURCHASE
ORDER FOR THIS ACQUISITION.
WHEREAS, the General Services Administration and Solid Waste
Department wishes to purchase 7000 tons of limerock under Dade
County Bid No. 1168-8-91 from Sunshine Trucking Inc., at a
proposed amount not to exceed $30,000.00; and
WHEREAS, the 1988 State of Florida Solid Waste Management
j Act requires local governments to implement recycling programs to
accomplish the statewide thirty percent (30%) waste reduction
mandate by July 1, 1994; and
WHEREAS, Section 403.706 (2)(C) Florida Statute, encourages
municipalities to "recycle yard waste into compost available for
agricultural and other acceptable uses"; and
WHEREAS, it is estimated that the division of Solid Waste
collects approximately sixty thousand (60,000) tons of yard waste
annually representing nearly twenty-five percent (25%) of the
City's annual waste stream. The yard waste recycling program
will help generate potential disposal cost savings to the City of
approximately $2.2 million (at current tipping fees of $42/ton)
- from the avoidance of County disposal charges; and
WHEREAS, through yard waste composting the City can
significantly contribute to the State waste reduction goal,
generate landfill disposal cost savings, and produce useful end
products such as mulch, ground cover for parks, and other soil
conditioners; and
WHEREAS, in order to expand current pilot operations, a
limerock base must be extended to cover the twelve (12) acre
mulching site located on the northwest corner of Virginia Key
where experimental grinding is currently underway; ---�"'

WHEREAS, funds for this purchase are available from the
1990-91 Solid Waste Reduction: Recycling and Education Special
Revenue Grant Fund, Project No. 197003,Account No. 320306-750;
and
WHEREAS, the City Manager and the Administrator of the
General Services Administration and Solid Waste Department
recommend that the purchase of said material from Sunshine
Trucking Inc..., be approvedi
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble
to
this Resolution are
hereby adopted
by reference
thereto
and
incorporated herein as
if fully set
forth in this
section.
Section 2. The purchase of 7000 tons of Limerock under
existing Dade County Bid No. 1168-8-91 from Sunshine Trucking
Inc., at the proposed amount not to exceed $30,000.00 is hereby
approved with funds therefor hereby allocated from the 1990-91
Solid Waste Reduction: Recycling and Education Special Revenue
Grant Fund, Project No. 1970031Account No. 320306-750.
Section 3. The City Manager is hereby authorized to
instruct the Chief Procurement Officer to issue a purchase order
for this acquisition.
Section 4. This Resolution shall become effective
immediately upon its adoption.

Recommendation
It is respectfully recommended that the City Commission adopt the
attached resolution authorizing the purchase of 7000 tons of
limerock needed for additional construction of the Virginia Key
yard waste composting site from an existing Dade County, Florida
Bid Contract No. 1168-8-91, to Sunshine Trucking Inc., a local,
minority vendor at a total cost not to exceed $30,000 which funds
are available from the FY 91 recycling grant fund. The limerock
is required to cover a twelve (12) acre base that will be
asphalted and shall serve as the primary processing area and road
access to the recycling facility. Sunshine Trucking Inc., is lo-
cated at 1102 S.W. 35 Avenue, Miami.
Background
The 1988 State of Florida Solid Waste Management Act requires
local governments to implement recycling programs to accomplish
the statewide thirty percent (30%) waste reduction mandate by

It is respectfully recommended that the award for purchase of
7000 tons of limerock be made to Sunshine Trucking Inc. under the
existing Dade County Bid No. 1168-8-91. The limerock meets all
material specifications required by the Public Works Department
for base construction.
Amount of Purchase
Not to exceed $30,000.
Source of Funds
FY 91 Solid Waste Reduction: Recycling and Education Special
Revenue Grant Fund, Account Index 320306-750-197003.
