HomeMy WebLinkAboutR-91-0312J-91-381 4/24/91 I RESOLUTION NO. .1 I 12 A RESOLUTION RELATED TO THE "SALUTE TO THE TROOPS: A FLAG DAY CELEBRATION" PARADE TO BE CONDUCTED BY METROPOLITAN DADE COUNTY AND ITS MUNICIPALITIES ON FRIDAY, JUNE 14, 1991, TO WELCOME AMERICAN TROOPS BACK FROM THE PERSIAN GULF; AUTHORIZING THE CLOSURE OF DESIGNATED STREETS TO THROUGH VEHICULAR TRAFFIC SUBJECT TO THE ISSUANCE OF PERMITS BY THE DEPARTMENTS OF POLICE AND FIRE, RESCUE AND INSPECTION SERVICES; FURTHER ESTABLISHING AN AREA PROHIBITED TO RETAIL PEDDLERS DURING THE PERIOD OF THE EVENT; AUTHORIZING THE PROVISION OF IN -KIND SERVICES FROM THE DEPARTMENTS OF POLICE, FIRE, RESCUE AND INSPECTION SERVICES, GENERAL SERVICES ADMINISTRATION/SOLID WASTE AND PARKS AND RECREATION; FURTHER AUTHORIZING THE ALLOCATION OF AN AMOUNT NOT TO EXCEED $25,000 FROM SPECIAL PROGRAMS AND ACCOUNTS IN SUPPORT OF SAID EVENT. WHEREAS, Metropolitan Dade County and the City of Miami will conduct the "Salute to the Troops: a Flag Day Celebration" Parade on Friday, June 14, 1991, to welcome American troops back from the Persian Gulf; and WHEREAS, certain streets must be closed to through vehicular traffic during specified dates and hours to insure the safety of participants and pedestrians attending this event; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. In order to effectuate safe passage during the "Salute to the Troops: a Flag Day Celebration" Parade to be conducted by Metropolitan Dade County and its Municipalities to welcome American troops back from the Persian Gulf, the following - streets are hereby closed to through vehicular traffic on Fr+.day, June 14, 1991, from 1:00 P.M. to 7:00 P.M., as specified below: 1tF.ip6UTi1N1 #M, Biscayne Boulevard from Southeast Seventh Street to Northeast Seventh Street. Flagler Street from West Second Avenue to Biscayne Boulevard. Northwest First Avenue from Northwest First Street to Flagler Street. included in the herein closure are all streets, avenues, alleys, ways and thoroughfares which intersect the enumerated areas delineated in this Section. Section 2. Such closing of streets is subject to State approval and issuance of permits by the Departments of Police and Fire, Rescue and Inspection Services. Said permit from the Department of Police is to be issued upon full approval of the Chief of Police after giving all due consideration to the safety and traffic needs of residents, businesses, and religious institutions in the area for entering and crossing through said arterials and upon the exercise of the City Manager's judgement predicated upon all factors set forth herein. Section 3. Pursuant to the provision of City Code Section 39-13, all retail peddlers' occupational licenses issued under the provisions of Chapter 31 of the City Code, as amended, will not be valid in the area of public right-of-way included on the above designated streets and on all intersecting streets for two blocks in all directions from the north, south and west perimeters of Bayfront Park, during the dates and hours specified n Y herein and will not be valid in the area of Bayfront Park during the hours of 1 P.M. to 11 P.M. t Section 4. The provision of in -kind services from the a Departments of Police, Fire, Rescue and Inspection Services, General Services Administration/Solid Waste and Parks and ' Recreation is hereby approved. �a 2 - Section 5. An amount not to exceed $25tOOO is hereby allocated from Special Programs and Accounts in support of said event. Section 6. This Resolution shall become effective immediately upon its adoption.
