HomeMy WebLinkAboutR-91-03090 RESOLUTION NO. 9 1 - 309 A RESOLUTION APPROVING, IN PRINCIPLE, THE DESIGNATION OF THE URBAN LEAGUE OF GREATER MIAMI, INC., A NOT -FOR -PROFIT CORPORATION, AS PROJECT SPONSOR TO UNDERTAXE THE DEVELOPMENT OF A LOW -DENSITY RENTAL ROUSING PROJECT AFFORDABLE TO FAMILIES AND I1tiL, ; ::?DUALS OF LOW AND MODERATE INCON.E ON CITY -OWNED PARCEL LOCATED IN THE MODEL CITY COMMUNITY DEVELOPMENT TARGET AREA, AND WHICH IS MORE PARTICULARLY DESCRIBED IN SECTION 2 OF THIS RESOLUTION; ESTABLISHING $95,000 AS THE REIMBURSEMENT AMOUNT TO BE PAID TO THE CITY FOR ACQUISITION OF THE SUBJECT PARCELS; AUTHORIZING THE CITY MANAGER TO EXECUTE A PURCHASE AND SALE AGREEMENT, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH THE SAID CORPORATION IN ORDER TO ESTABLISH EVIDENCE OF SITE CONTROL FOR THE PROJECT SPONSOR'S APPLICATION FOR PROJECT FINANCING UNDER THE STATE OF FLORIDA'S LOW INCOME RENTAL HOUSING TAX CREDIT PROGRAM; INSTRUCTING THE CITY MANAGER TO RETURN TO THE CITY COMMISSION FOR FINAL APPROVAL OF CONVEYANCE OF SAID PARCELS AND FOR APPROVAL OF ALL PROJECT -RELATED AGREEMENTS. WHEREAS, there exists in the City of Miami a severe shortage r. of housing within the affordability range of families and individuals of low and moderate income; and ;y WHEREAS, the City Commission recognizes that participation ,t of.both the public and private sector is necessary to foster theAIS ' I development of housing affordable to low and moderate income families and individuals; and WHEREAS, the City has acquired four (4) parcels in the _Model City neighborhood utilizing Community Development Block Grant fundsforfor approximately $95,000, in connection with the development of new housing resources in the City; and WHEREAS, the Urban League of Greater Miami, Inc. has secured { 31 preliminary financing through the Dade County Documentary Surtax Program in the amount of $598,500 and $365,075 from Homes for A South Florida, Inc., in addition to $25,000 from Greater Miami Neighborhoods, Inc.; and 4 � i lz® WH9REAS, the Urban League of Greater Miami, Inc. is desirous f id of developing a twenty-one (21) unit rental housing project in }, the Model City neighborhood on City -owned parcels located at Northwest 15th and 16th Avenue between 60th and 61st Streets; and WHEREAS? it is recommended that the City Commission approve the Urban League of Greater Miami, Inc. as the project sponsor for the development of an affordable housing project on said City -owned parcels; NOWO"THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference hereto and incorporated herein as if fully set forth in this Section. t Section 2. The designation of the Urban League of Greater Miami, Inc., a not -for -profit corporation is hereby approved, in principle, to sponsor the development of a low- f density, affordable rental housing development on City -owned -F parcels'as indicated below: I TARGET AREA PARCEL ADDRESS LOT SIZE Model City 1535 Northwest 60th Street 50 x 106 Model City 1545 Northwest 60th Street 50 x 106 Model City 1540 Northwest 61st Street 50 x 106z Model City 1603 Northwest 60th Street 100 x 106 Section 3. The City Commission hereby establishes $95,000 as the reimbursement amount to be paid to the City for acquisition of the subject parcels.; 1 4_ Section 4. The City Manager is hereby authorized to execute a purchase and sale agreement, in a form acceptable to the City Attorney, with the Urban League of Greater Miami., Inc. bli I. K SON, ASSISTANT CITY ATTORNEY APPROVED AS TO FORM AND CORRECTNESS: J GE L ERNANDEZ CI T RNEY JEM:'gb:M2183 w • NARRATIVE DESCRIPTION OF PROJECT The Urban League of Greater Miami, Inc. is seeking to construct a 21-unit rental project consisting of seven 3 bedroom 2 bath apartments, and fourteen 2 bedroom 1 1/2 bath apartments. The project will be constructed on land currently owned by the City of Miami, on N. W. 60th Street between 15th and 17th Avenues. The site is one block south of the 30-unit M & M Maison project, successfully completed by the ULGM, in September of. 1990. The project is viewed as a second phase of M & M Maison and it is anticipated that the ULGM will employ the _ same development team for this project. Architect for the project is Ted Hoffman, designer of M & M Phase I. ULGM will be assisted in the development of the project by Greater Miami Neighborhoods, Inca RSC Investments Is the proposed contractor; however, the project will be competitively bid upon completion of working drawings to insure a competitive price, and compliance with Dade County, minority participation guidelines, i f ffi V t z�}hJ Ott � r _ gam: 2� 1 y
