RESOLUTION NO. 91- 303
A RESOLUTION AUTHORIZING THE CLOSURE OF
DESIGNATED STREETS TO THROUGH VEHICULAR
TRAFFIC DURING THE 11TH NATIONAL VETERANS
WHEELCHAIR GAMES PARADE AS PART OF THE OPENING
CEREMONIES AT BAYFRONT PARK TO BE CONDUCTED
ON TUESDAY, JUNE 11, 1991, BY THE VETERANS
AFFAIRS, WASHINGTON, D.C., VA MEDICAL CENTER,
MIAMI, FLORIDA, AND THE PARALYZED VETERANS OF
AMERICA, SUBJECT TO STATE APPROVAL AND THE
ISSUANCE OF PERMITS BY THE DEPARTMENTS OF
POLICE AND FIRE, RESCUE AND INSPECTION
SERVICES.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. In order to effectuate safe passage during the
llth National Veterans Wheelchair Games Parade as part of the
Opening Ceremonies at Bayfront Park to be conducted by the
Veterans Affairs, Washington, D.C., VA Medical Center, Miami,
Florida, and the Paralyzed Veterans of America, the following
streets are hereby closed to through vehicular traffic from
6:.00 P-M. to 7:00 P.M. on Tuesday, June ll, 1991 as specified
below:`
Biscayne Boulevard from Chopin Plaza to Northeast First
Street.
Northeast First Street to Bayfront Park.
Section 2. Such closing of streets is subject to State
approval and issuance of permits by the Departments of Police and
Fire, Rescue and Inspection Services. Said permit from the
Department of Police is to be issued upon full approval of the
Chief of Police after giving all due consideration to the safety
and traffic needs of residents, businesses, and religious
institutions in the area for entering and crossing through said
arterials and upon the exercise of the City Managers judgement

endorsed by the City of Miami through the Proclamation dated
June 9. 1991.
We request temporary street closure of Biscayne Boulevard
from Chopin Plaza to Northeast let Street, for the 1991 National
Veterans Wheelchair Games. Opening Ceremonies Parade on June 11.
1991 from 6:00 P.M. to 7:00 P.M.

demonstrated their skills in all walks of life including competitive
sports; and
WHEREAS: The 11th National Veterans Wheelchair Games, a multi -event
sports competition for disabled veterans, will be held in our city
June 9-16, 1991; and
WHEREAS: Contenders from several states will gather to compete in
events which include archery, basketball, billiards, bowling, poker
rally, slalom, swimming, table tennis, weigh -lifting, track and field
sports, and a motorized wheelchair rally; and
WHEREAS: Local authorities, on behalf of the community, salute the
organizers of and participants in the 11th National Veterans
Wheelchair Games for enhancing Miamt's image as a national sports
center;
NOW, THEREFORE: I, XAVIER L. SUAREZ, Mayor of the City of Miami,
Florida, do hereby proclaim June 9 through 16, 1991 as

11TH NATIONAL VETERANS
WHEELCHAIR GAMES
FACT SHEET
WHAT: A multi -event sports competition for disabled veterans; the largest wheelchair athletic
event in the nation.
WHEN: June 10 -16, 1991.
WHERE: University of Miami, Miami, Florida
WHY: The 11 th National Veterans Wheelchair Games provides a competitive sports event for
military service veterans who use wheelchairs for mobility due to spinal cord injuries,
certain neurological problems, or amputations. The sponsors of this event are
committed to improving the quality of life for disabled veterans and to foster better health
through sports competition.
ADMISSION: Free. Public invited.
HISTORY: The first National Veterans Wheelchair Games was held in 1981, the International Year
of the Disabled Person, at the VA Medical Center in Richmond, Va. where competitors
from 14 states gathered. Each year, the quality of the competition and the number of
competitors has increased. Up to 600 athletes will participate this year.
While past Wheelchair Games have produced a number of national and world -class
champions, the Games also provide opportunities for newly -disabled veterans to gain
sports skills and to be exposed to other wheelchair athletes and competitors. Last year
almost one third of the competitors were novice who had never participated in any type
of organized wheelchair sports competition.
Competitive events includes: air guns, archery, basketball, billiards, bowling, slalom,
swimming, table tennis, weightlifting, track and field events and a motorized wheelchair
rally. Track events include 100-, 200-, 400-, 800-, 1500-meter races, and field events
include club, shot, discus, and javelin throw. Participants will compete in these events in
classes based on sex, similar degree of athletic ability, and competitive experience or age.

Located on 26 acres in the heart of Miami Mriftl
Care Complex, the V.A. Medical Center opE
839 beds divided among medicine, surgery, psy-
chiatry. neurology, dermatology, spinal cord
injury, rehabilitation medicine and extended care.
Multidisciplinary medical and surgical services,
as well as comprehensive psychiatric services,
are available at Miami. The Miami outpatient ser-
vice operates at 250,000 visit level annually. A
new 240 bed Nursing Home Care Unit and new
Ambulatory Care facility are adjacent to the main
hospital building and an Adult Day Health Care
Center is located off -station in Miami Beach.
Veterans Outreach Centers are located in West
Palm Beach, Ft. Lauderdale and downtown Miami.
An expansion and modernization program has
been underway at Miami. A new SICU recently
opened. A new MICU/CCU is under construction
and will be of the latest technology in critical care
medicine. A Radiation Therapy facility is also
under construction. The Diagnostic Radiology
Service operates two CT (Computer Tomography)
scanners. A second open heart surgery room will
soon be in operation.

A 2,000 year old Tequesta Indian Village evolved
into Fort Dallas by 1836. The city of Miami was
established in 1896 with the arrival of the railroad.
Today, the Miami metropolitan area (Dade County)
is a dynamic, cosmopolitan metropolis of nearly
two million residents.
Miami's truly multi -cultural composition is re-
flected in its fine restaurants, exciting festivals
and sports events, cultural offerings and shop-
ping. Among the events are "Carnaval Miami".
Orange Bowl Festival; Coconut Grove Art Festi-
val; Dade County Youth Fair; Bahamas Goombay
Festival; and Miami International Boat Show.
The Medical Center is affiliated with the Univer-
sity of Miami School of Medicine, and has
approved residency programs in most medical
and surgical specialties, as well as dentistry and oral surgery. Nursing Service
encourages development of clinical leadership skills through inservice education and
active student affiliation programs for Graduate Nurse Technicians and Student Nurse
Technicians. Special salary rates apply to many Registered Nurse positions. Other
training programs include psychology, social work, rehabilitation medicine. audiology
and speech pathology, pharmacy, podiatry, dental hygiene, dietetics, engineering,
prosthetics, personnel management and medical administration.

This Medical Center has two full service satellite outpatient clinics at Riviera Beach
and Oakland Park, Florida, and a small outpatient clinic at Key West, Florida. The
Riviera Beach Clinic, located 75 miles to the north, operates at a level of 60,000
outpatient visits a year. The Oakland Park Clinic located 32 miles to the north, operates
at a level of 80,000 outpatient visits a year. The clinic in Key West, located 150 miles to
the south, is operated in conjunction with the U.S. Navy at a level of 6,000 outpatient
visits a year.

A full range of housing is available, with churches of all denomi-
nations, schools and shopping centers conveniently located.
The Metrobus system, AMTRAK, Metrorail and major freeways
connect all parts of Dade County (and neighboring Broward and
Palm Beach Counties) with downtown Miami and the Medical
Center. Since 1974, all newly constructed buildings have been
designed to meet special needs of the physically or visually
impaired. Florida has no state or city income tax.

Dade County has the nation's fourth largest school system.
Major universities include the University of Miami, Florida
International University, Barry University, Florida Memorial
College, St. Thomas University, Miami Christian University and
Miami -Dade Community College (top -rated community college
in the nation).
The Cultural Center — Center for the Fine Arts. Historical
Museum of South Florida and the new Dade County Public
Library (largest in the SE with its fully computerized reference
system) are but a few of many facilities. One of the world's
largest oceanographic education and research centers is located
here on Virginia Key. Miami also offers wide variety in the
performing arts, with the Gusman Center for the Performing
Arts. Greater Miami Symphony Orchestra, nationally renowned
ballet companies, Coconut Grove Playhouse, South Florida
Theater Company and Miami Film Festival. Villa Vizcaya, an
Italian palace with 70 rooms on 10 acres of formal gardens,
houses a collection of 15th to early 19th century European
decorative arts.

Miami's loc, in SE Florida, on the Atlantic Ocean and
Biscayne Bay, creates a breezy, subtropical climate (aver-
age mean temperature of 75.5 degrees) and a lush. green
environment. As a result. Miami has become an international
business and transportation hub with world -class conven-
tion facilities and services.
The Port of Miami. "Cruise Capital of the World". is home to
one third of the free world's fleet of cruise ships. Miami
International Airport is second in international travel in the
U.S. and 9th in the world, and is served by the British Air-
ways and Air France supersonic Concordes. A 1.9 mile peo-
ple mover (Metromover) connects with a 21-mile elevated
rapid transit system (Metrorail). A Metrorail station is adja-
cent to the Miami V.A. Medical Center.
Miami has one of the largest research programs in the V.A. system, with a
budget of over S3 million, supporting 85 principal investigators and 200
research projects.

In addition to miles of Atlantic Ocean beaches, bays and rivers. Miami offers a multitude of facilities
and parks. Over 100 acres of downtown along Biscayne Bay are retained for park use, including
Bayside (a 16 acre urban bazaar) and Miamarina, a 208 slip marina. Metrozoo (a cageless zoo) includes
over 100 different varieties of animals from around the world and is rated among the top five in the
nation. Everglades National Park is a wildlife refuge of over a million acres. The Miami area is ideal for
swimming, fishing. scuba diving, boating, camping, golf, horseback riding, and tennis. Dade County is
home to some of the finest scuba diving sites. with 31 maintained artificial reefs and 16 permitted
artificial reef sites. Numerous golf and tennis tournaments are held here. Other sports events include
professional football (Miami Dolphins). NBA basketball beginning 1988 (Miami Heat), hydroplane
racing. Jai Alai, Miami Grand Prix. dog and horse racing.
