HomeMy WebLinkAboutR-91-0302J-91-324 4/11/91 No RESOLUTION NO. 91 " 302 A RESOLUTION SOPPORTING THE CREATION AND DESIGNATION OF A DEPARTMENT OF ELDERLY AFFAIRS AS THE STATE'S ADMINISTRATIVE UNIT ON AGING FOR THE STATE OF FLORIDA, FURTHER DIRECTING THE CITY CLERK TO TRANSMIT A COPY OF THIS RESOLUTION TO THE HEREIN NAMED OFFICIALS. WHEREAS, the State of Florida leads the nation in the percentage of elderly in its population; and WHEREAS, the City of Miami has one of the largest concentrations of senior citizens in the State; and WHEREAS, Florida Voters in November of 1988 approved a referendum, by more than a two -to -one vote, authorizing the creation of a Department of Elderly Affairs; and WHEREAS, the State of Florida must confront the special needs of senior citizens and respond to the opportunities created by them; and WHEREAS, Elderly Affairs will be a partnership between state and local government which will expedite administrative procedures - :NOW THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The creation of a Department of Elderly Affairs, to be designated as the State's administrative unit on aging, is hereby supported. The Department of Elderly Affairs should be a full service department responsible for the delivery of services to the frail elderly and should address the concerns of the "well" elderly while ensuring that there be active A participation of Florida's elders in establishing its policies t; and priorities. The citizens of the pity of Miami are hereby urged to strive for improvement in the quality of life for all senior citizens during 1991 and in the years to come. Section 3. In recognition of the complexity of this change, s planning period of time should be included in legislation establishing a new Department. This time should be adequate for a smooth transition and should include a specific start-up date for full implementation of the anticipated services. Section 4. The City Clerk is hereby directed to transmit A copy of this Resolution to Governor Lawton Chiles and the Dade Ii Legislative Delegation. April 1QQ1_
