HomeMy WebLinkAboutR-91-0282J- 91-267 04/01/91 RESOLUTION NO. 91 - 282 A RESOLUTION AUTHORIZING THE COMMITMENT OF FUNDS IN SUPPORT OF THE AGAPE PROGRAM OF THE SOUTH FLORIDA JAIL MINISTRIES, AND ALLOCATING FUNDS THEREFOR, IN AN AMOUNT NOT TO EXCEED $1:5,0000 FROM THE LAW ENFORCEMENT TRUST FUND# SUCH COSTS HAYING BEEN APPROVED BY THE CHIEF OF POLICE. WHEREAS, Florida State Statute 932.704(3)(a), as amended, authorizes the expenditure of forfeiture proceeds for law enforcement purposes not considered normal operating expenses; f and WHEREAS, the City of Miami Police Department recognizes that i much of the crime. committed today is the result of alcohol and substance abuse; and WHEREAS, one of the ways to reduce crime is to treat the source of the problem; and WHEREAS, the Agape Program of the South Florida Jail Ministries is a residential drug rehabilitation and counselling program .developed as an alternative to incarceration and designed to combat alcohol and drug abuse; and WHEREAS, many of the clients treated and counselled in the Agape Program are City of Miami residents; and WHEREAS, the City of.Miami Police Department supports these efforts and has taken an active role in the funding of such programs; and WHEREAS, funds to cover the necessary expenses required for r - the above listed program have not been included in the Police t� Department's normal operating budget; and WHEREAS, the Chief of Ponce has recommended adoption of x this Resolution and has determined that the proposed expenditures cq"lyawtth Florida State Statute 932.704, as amended; and 1 t crry COMMON 3. v'+6i NTMO Oil f APR 1 ,t t ; - WHEREAS, funds to cover the necessary expenses required for this program are available in the City of Miami Law Enforcement ` Trust Fund; NOWT THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIOA: i Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference. } thereto and incorporated herein as if fully set forth in this Section. I Section 2. The commitment of funds in support of the Agape 4 Program of the South Florida Jail Ministries, is hereby , authorized, with funds therefor, in an amount not to exceed $15,000, being hereby allocated from the City of Miami Law if { Enforcement Trust Fund, Project No. 690001, Index Code 029002- 247, such costs having been approved by the Chief of Police. t Section 3. Od ' REFERENCES : Ministries City Manager ENCLOSURES: J RECOMMENDATION's_ It is respectfully recommended that a Resolution authorizing the I commitment of funds to the Agape Program of the South Florida Jail Ministries, in an amount not to exceed $15,000, from the Law Enforcement Trust Fund, be approved. i BACKGROUND: The Police Department recognizes that the underlying cause of much of the crime committed today is alcohol and substance abuse. The Department also recognizes that by treating these problems at the source there may be a correlative decrease in crime. One of "1 1 the means available for the treatment of first time, nonviolent offenders, is the Agape Program of the South Florida Jail f Ministries. This residential drug rehabilitation program for women services City of Miami as well as Dade County residents. '' It is, therefore, recommended that a Resolution authorizing the commitment of funds to the Agape Program of the South Florida Jail Ministries, in an amount not to exceed $15,000, be approved.
